Class Concept

Purpose of Classification:

The purpose of this classification is to perform managerial, technical and administrative duties related to the design, development, and management of a comprehensive property/casualty self-funding insurance and alternative risk financing program to minimize County financial losses. Responsibilities include reviewing risk exposure and implementing action to prevent, reduce or transfer various levels of risk; managing or overseeing legal claims, insurance, loss control and safety, worker's compensations, disaster preparedness and recovery; and conducting other risk management activities.


Example of Duties

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs technical and administrative tasks at the managerial level to protect and conserve he County resources by applying risk management concepts and principles to identify and review exposure and recommend action to prevent, reduce or transfer various levels of risk.

Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; reviews time cards for accuracy, allocation of leave taken and approval; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and interprets, trains staff in, and enforces operations, policies, and procedures.

Develops, implements, and administers a comprehensive risk management program, including self-funding, risk analysis, loss control, and safety program development: and develops and recommends goals and objectives relating to risk management services, policies, and procedures.

Develops, updates, maintains, and implements safety and loss control programs, procedures and manuals; reviews updated and existing policies and procedures to determine impact on operations; conducts safety and loss prevention audits; ensures compliance with applicable policies/procedures and regulations; and identifies potential hazards and makes recommendations.

Administers County property and casualty insurance; maintains and updates current list of County departmental properties, buildings and equipment covered under the County's insurance policy; reviews existing and potential loss exposures to County assets and develops corrective measures to eliminate or minimize losses; determines coverage/policy limits; negotiates insurance coverage; completes underwriting applications; administers approval of claims payments; reviews and submits payments; acts as liaison between County and insurance carriers and brokers; procures coverage for Capital Improvement Construction Projects; and maintains all Property and Casualty related documentation.

Administers the County Risk Management Fund (Self-Funded) including auto liability, physical damage, general liability and workers compensation: trains manages and oversees work of staff in processing of claims and claim settlement; assists with complex/problem situations and provides technical expertise; approves items in excess of their authorized settlement limits; identifies loss trends and develops loss control programs accordingly; and reviews County losses to ensure adequate resources are available.

Develops and defends Risk Management (Internal Service Fund) budget and division operational budget: performs detailed assessment/review of loss experience, insurance market, increases in cost, legal /vendor fees and potential claims; evaluates and makes recommendations regarding operational budget requests; and monitors and oversees expenditures against approved budget.

Reviews Purchasing Department solicitations and contract activities: performs detailed review of solicitations (scope of work) and creates Insurance and Risk Management provisions/documents applicable to contracts; reviews Legal Agreements, Memorandum of Understanding and Contracts to determine appropriate insurance requirements/language, risk transfer and/or risk avoidance.

Investigates, reviews, and resolves claims of damage against the County; prepares decision packages for County attorney for presentation to Board of Commissioners; initiates and pursues claims against at-fault parties or insurance carriers; recommends litigation if necessary; obtains witness statements; assigns contacted appraisers; schedules rental vehicles; retains insurance/claim specialists as needed; maintains related documentation and reports.

Coordinates administration of self-funded worker's compensation program: develops and revises policies and procedures; reviews outstanding lost-time claims for settlement potential and adequacy of reserves; prepares excess workers' compensation insurance applications and payroll audits; consults with all departments regarding liability exposure; prepares and submits reports to supervisors regarding outstanding claims; researches, compiles and summarizes claim information and presents to Board of Commissioners as requested.

Communicates with County officials, County departments, attorneys, insurance brokers, claimants, employees, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Risk Management; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, and training sessions as required.

Minimum Qualifications

Minimum Qualifications:

Bachelor's Degree in risk management and insurance, actuarial science, or a related field required; supplemented by five years of experience in risk management, property, or casualty insurance, including progressively responsible supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Possession of a License as a Claims Adjuster issued through the Professional Insurance Agents of Georgia is preferred.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Other Requirements:

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
