Basic Function

Under general supervision, to lead and actively participate in the work of a crew performing a variety of skilled and highly skilled construction and maintenance projects on the municipal wharf; and to do related work as required.

Distinguishing Characteristics

The Wharf Construction Crew Leader is a working lead responsible for coordinating and directing a crew of workers. This classification is distinguished from the next higher classification of Wharf Supervisor in that the latter classification has full supervisory responsibilities.

Typical Duties

(May include, but not limited to, those duties listed below)
  • Leads crews and actively works with them in all phases of construction and maintenance activities at the Municipal Wharf.
  • Effectively resolves on-the-job problems as they occur.
  • Determines quantities and types of materials, tools, equipment and labor needed to complete assigned projects; arranges for the delivery or pick-up of supplies.
  • Supervises the placement of traffic control devices (cones, signs, flags, etc.).
  • Assists in the development and implementation of safety training and equipment maintenance programs.
  • Maintains daily logs and records of work performed and materials used; completes work order and routine reports as required.
  • Assists in regular inspections of the wharf structure to identify maintenance needs.
  • Responsible for the crew’s observance of conditions of active permits, such as those from the US Army Corps of Engineers, California Coastal Commission, and Regional Water Quality Control Board.
  • Receives and communicates daily assignments; responsible for the completion of all verbal and written instructions.
  • Reads and interprets construction and building plans and diagrams.
  • Responsible for the crew's observance of all city rules and regulations while on the job.
  • Trains crew workers in all aspects of job performance.
  • Provides feedback and coaching to employees; encourages teamwork and collaboration; ensures and supports career development.
  • Coordinates, directs and controls crew activities while in the field.
  • Assists in the evaluation and discipline of crew members.
  • Performs other related duties that may be reasonably expected as part of this classification.
  • Responsible for the crew's effective interaction with the public, other crews and outside construction or maintenance workers.
  • Responsible for insuring the safety of the workers, equipment and public at a work site.
  • Performs and directs all activities of a wharf construction crew (as delineated in the Wharf Construction Worker specification).

WORKING CONDITIONS
Position requires climbing, stooping, kneeling, crouching, crawling, working overhead, walking, balancing, twisting and standing in the performance of daily duties. The position also requires hand dexterity, acute vision, and the repetitive use of both hands and feet when operating assigned equipment and vehicles. The ability to lift and carry up to 100 lbs is required. The incumbent in this position works outdoors in all weather conditions, with constant noise, on slippery uneven surfaces, and only occasionally works indoors. The incumbent may be required to perform underwater construction work while wearing a wetsuit and utilizing scuba gear. Additionally, the incumbent may be exposed to dust, fumes, grease, and wood treatment chemicals including copper green, creosote, and lap cement. The nature of the work may also require the incumbent to climb ladders or scaffolding, work below ground/deck level or in confined spaces, and around machinery and moving vehicles. The incumbent will be required to operate truck, tractor, motor vehicle, forklift, motor boats and barges, and land based or water borne heavy equipment. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
  • High school graduation or G.E.D.; and
  • Six (6) months supervisory or lead experience or completion of the City’s Employee and Leadership Development Program.
  • Five years of journey level experience in heavy construction, equipment operation and general maintenance and,
Knowledge:
  • Techniques, equipment and materials used in electrical wiring, mechanics, plumbing, welding and concrete work.
  • Basic computer literacy
  • Techniques, equipment and materials used in heavy construction.
  • Construction safety orders issued by the State Division of Industrial Safety and standard safety practices and regulations issued by the California Occupational Safety and Health Administration.
Skills:
  • Effectively and safely operate construction equipment such as truck and trailers, backhoes, forklifts, pneumatic underwater tools, chain saws, compressors and saws.
  • Perform maintenance and repairs on tools and equipment.
Abilities:
  • Effectively train others in technical procedures, techniques and skills.
  • Prepare and maintain accurate paperwork and/or computer files, such as records, logs and orders.
  • Safely perform heavy labor which involves frequent bending, pulling, pushing, lifting and carrying of up to approximately 100 pounds (as determined by a pre-employment physical).
  • Coordinate, assign, direct and review the work of others.
  • Act in a courteous and diplomatic manner with members of the public.
  • Take accurate measurements and perform arithmetical calculations.
  • Effectively supervise and evaluate staff

Licenses and Certificates
  • Possession by end of the probationary period and continued maintenance of a California
  • Possession by end of the probationary period and continued maintenance of a National Association of Underwater Instructors (NAUI) or equivalent certificate as a scuba diver.
  • Class A driver's license.
  • Possession and continued maintenance of a valid California Class C driver’s license.

OTHER REQUIREMENTS
  • Work irregular shifts, holidays, and weekends.
  • Wear a uniform.
  • Work in extreme weather conditions
  • Perform call-back work as required.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage.
Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
