SUMMARY

This position will be located within the County of Los Angeles, Department of Health Services, Office of Communications and will be responsible for the complete production of filming videos used primarily for educating, but also for patient, public and media relations and information purposes. In carrying out this responsibility, incumbents must exercise creativity in writing scripts, producing, directing and editing the filming of videos, and operating broadcast quality video production equipment including but not limited to: Adobe Creative Suite: Premier Pro, Elements, Rush, Adobe After Effects and Final Cut Pro.


ESSENTIAL FUNCTIONS

  • Directs and assists staff to fabricate sets, props, and wardrobes, as needed, and secures permits, consents, does site surveys for shooting logistics and releases to meet the legal requirements for videotaping persons and places.
  • Plans and develops videos by transforming training and other objectives into production ideas requiring the determination of format, approach, content, and level of presentation which will be most effective in meeting objectives and remaining within budget and time restrictions.
  • Outlining footage, creating shot lists, creating a script, assembling raw footage and digitally cutting files to filter out best cuts to use in videos.
  • Writing, producing and directing video productions. Transports, sets up, and operates production equipment, including audio and lighting equipment, for field and studio productions.
  • Solicits video/photo consent for all parties involved in filming before each shoot. Plans and schedules productions: cast, crew, sets, props, and wardrobes, etc.
  • Solicits and reviews evaluations and recommendations in writing from subject matter experts, trainers, media and management staff, and employees receiving the training to evaluate and improve video training programs.
  • Supervises the production of: still photographs (B/W & Color); Graphic Services and staff; audio recording, mixing, editing, and duplicating; video production (studio & location), video tape editing and duplication.
  • Converts production ideas into finished production script by working with subject matter experts, by preparing outlines to summarize and storyboards to illustrate the action, developing shot lists, and by writing dialog and adding director's instructions for the cast and crew to follow.
  • Writes, produces and directs programs using computer graphics, sound, and imaging video images.
  • Operates or supervises the operation of a wide variety of AV equipment (e.g., still and video cameras, video recorders, audio mixers, lighting equipment, & overhead projectors.
  • Directs the production of a wide variety of mediated materials (e.g., audio tapes, video tapes, and self-paced instructional materials, etc.).
  • Operates broadcast quality video production equipment as a producer, director, or as a crew member on programs produced by others, by following the instructions of the director and primary equipment operator to produce artistic and technical quality of sound and pictures.
  • Directs the activities of the production crew, equipment, and cast in the studio and on location by determining the placement and movements of performers, crew members, lights, cameras, microphones, props, and sets to create a quality training program from the instructions and dialogue of the director's script.
  • Operates both IBM and Macintosh computers with word processing, communications, database, graphics, video editing, and other special effects software.

Computer Imaging:

  • Studies and recommends solutions to problems affecting multi-media production, such as, budgeting, scheduling, cost effectiveness, equipment and deadline issues.
  • Coordinates projects, evaluates feasibility of utilizing contract services to accomplish objectives, and monitors performance and quality of outside vendors.
  • Develops video animation for training presentations, computing animation time, frames per second, and time coding, in order to produce synchronized conversions from animated computer-based video segments to video tape.
  • Evaluates, recommends, and supports electronic equipment, hardware and software utilized for multi-media production.
  • Analyzes scripts containing complicated subject matter in order to determine effective presentation of ideas, considering clarity, effect, credibility, color, and psychological impact issues.
  • May perform any of the duties including all aspects of writing, producing, directing and editing video productions.
  • Creates original designs and illustrations and utilizes sophisticated software to produce a wide variety of professional quality art products, such as videos, power point presentations, brochures, posters, logos, badges, and artist's rendering of building projects.
  • May supervise staff in the production of computerized graphics for multi-media use.

NON-ESSENTIAL FUNCTIONS JOB QUALiFiCATIONS

Education/Experience

Degree from an accredited college in Instructional Communications Technology or similar field -OR- A Bachelor's degree from an accredited college in communications or a related field and one year's experience within the last three years, writing, producing, and directing training or informational programs using broadcast level video technology used within the last three years. -OR- Completion of three years (90 semester units or the equivalent) in an accredited college; 18 units must be in communications or a related field and two years' experience within the last three years, writing, producing and directing training or informational programs using broadcast level video technology used within the last three years. One additional year of the required experience may be substituted for each year of college (30 semester units or equivalent) on a year-for-year basis.


Certificates/Licenses/Clearances

  • Successful clearing through the Live Scan process with the County of Los Angeles
  • Needs to have a valid Drivers License

Other Skills, Knowledge, and Abilities

  • Knowledge of advanced computer technology, and ability to develop advanced original designs.
  • Knowledge of media production and direction, script writing, and the operation of video production equipment sufficient to create quality video programs.
  • Needs to be proficient in the Adobe Creative Cloud: Premier Pro, After Effects, Elements, Rush and Final Cut Pro.
  • Ability to configure, operate and maintain camera equipment, studio and/or field audio, lighting and associated production equipment.
