Position Summary Information

Primary Purpose of Organizational Unit
Fleet Services serves as the central administrator for UNC-owned vehicles, leased vehicles and grounds equipment. The Fleet Manager manages two service stations which provide fuel; vehicle and equipment maintenance; and pooled vehicle resources to Facilities Services and campus customers. Administrative responsibilities include collecting and entering NC Motor Fleet vehicle logs into a state-wide system for monthly billing; Fleet policy development; implementation of strategic initiatives; operating central equipment and vehicle pools; responding to the state Department of Administration on UNC citizen vehicle complaints; managing the state-required vehicle exemption process; recommendations and assistance for replacement and purchasing of campus vehicles and equipment; and customer billing for all fleet-related vehicles.

Position Summary
Administers the University fleet – including policy, maintenance, purchasing, providing, and billing for vehicle related services. The Facilities Services division depends heavily on its fleet of 726 vehicles to accomplish the mission of ground maintenance, providing housekeeping services, and performing building and infrastructure maintenance for the UNC campus. The University also relies upon a fleet of vehicles owned by NC Motor Fleet and 363 vehicles owned by non-Facilities Services campus departments to fulfill its mission. This position manages the Facilities Services’ Service Station, which includes the supervision, scheduling and completion of vehicle maintenance and repair work performed daily by four mechanics. The position also manages all aspects of the University Motor Pool and Motor Fleet’s leased vehicles. Fleet responsibilities include strategic planning and implementation of best practices for the campus and Facilities’ fleet, billing campus customers for repair, maintenance, and vehicle lease charges. Interacts frequently with other state agencies, including the Department of Administration and NC Motor Fleet Management.

Minimum Education and Experience Requirements
High school diploma or equivalency and two years of experience in automotive or heavy equipment maintenance; or equivalent combination of training and experience.

Required Qualifications, Competencies, and Experience
Ability to diagnose vehicle operating defects and determine the type and extent of repairs needed.
Extensive knowledge of the operating principles of gasoline and diesel engines.
Skill in the use of the tools and equipment commonly found in an automotive garage.
Ability to read and comprehend repair manuals and technical service bulletins.
Ability to complete and maintain vehicle repair/maintenance records.
Ability to move heavy objects, with or without a reasonable accommodation, and perform manual labor for extended periods of time.
Ability to assign and direct the work of a high-volume automotive garage.
Ability to establish and maintain effective working relationships with employees, campus departments, and vendors.
Fleet management experience with a fleet of comparable size.
Ability to serve as a mandatory employee and report to work in support of essential (mandatory) University operations, even when adverse weather or other emergency conditions may require the University to close.
A valid NC Driver’s License or ability to obtain one prior to start date.
NC State Inspector’s License or the ability to achieve certification within six months.

Preferred Qualifications, Competencies, and Experience
Experience in the field of automotive maintenance and repair.
Fleet management certification is preferred.

Required Licenses/Certifications

Special Physical/Mental Requirements
Ability to stoop, bend, work above head and stand for extended periods of time.
