The Iowa Department of Natural Resources is seeking applicants to fill a vacant Water Quality Supervisor position (Public Service Manager 1) in our Water Quality Monitoring and Assessment Section. In this role, you would lead a team of 16 environmental professionals in the areas of Water Quality Monitoring, Assessment, Standards, Wasteload Allocations and Total Maximum Daily Load (TMDL) Calculations and be a critical decision maker that is helping to maintain clean water in Iowa. Implementation of these Clean Water Act programs requires a high level of competency in communication and collaboration to build and strengthen relationships between state and federal agencies and the general public.
General Position Duties Include:
As Section Supervisor, ensure that personnel practices, including hiring, firing, promotions, reclassifications, leaves of absence, work schedules and assignments, performance reviews and recognition, training, staff development and exit interviews are conducted in accordance with departmental policies, contractual language and state of Iowa processes and rules. Hear grievances at the first step; resolve work related problems, administer personnel related policies and procedures, and approve use of sick leave and vacation. Ensure that job descriptions for staff are rewritten as needed to reflect the changing needs of the organization, competencies required and the responsibilities inherent in all positions supervised. Ensure that training is scheduled for employees in accordance with agency and individual needs, and availability of funding.
Provide leadership, administration and coordination for the work of the Section staff in order to meet Department goals and objectives and ensure compliance with federal and state laws. Supervise and direct the activities of Section staff and determine project priorities and oversee development and implementation of standard operating procedures. Work with section staff to insure the appropriate distribution of work and to resolve conflicting project completion deadlines.
Develop annual goals and performance measures for the section that are consistent with the Department's strategic plan. Incorporate those goals and a means for measuring progress and mechanisms for reviewing and updating goals into the performance expectations for staff. Develop and administer the section's budget to project expenses based upon sound fiscal reasoning and utilize funding most effectively by determining staff and resource needs for current and planned projects. Authorize expenditures for equipment, travel, supplies and outside services. Ensure that expenditures are consistent with the bureau's goals and the division's strategic plan, as well as applicable rules, regulations and the Code of Iowa. Monitor expenditures against the bureau's budget throughout the year with the purpose of maintaining a balanced budget and make recommendations to bureau chief if adjustments are warranted.
Establish and maintain effective communication with stakeholders and customers about program activities and plans and participate in occasional presentations and speaking engagements. Ensure the development of processes to obtain public input on program plans and rulemaking
Essential Functions
Provide supervision to staff and ensure bureau objectives are met.
Communicate effectively, verbally, and in writing, with constituents, DNR staff, management personnel, legislators, Governor's staff, and other state and federal agencies.
Analyze organizational and operational problems and develop timely and economical solutions.
Manage budgets in a fiscally responsible manner.
Establish program objectives or performance goals and assess progress toward their achievement.
Read and interpret complex federal and state laws, rules and regulations.

The starting salary for new state (Executive Branch) employees is expected to be at the base of the pay range. Additional salary increases may occur after the first six months, and then annually (if applicable). Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
