Job Description

Wesleyan University Transportation Services Department offers a full line of transportation and shuttle services for departments and agencies of the university. Services available include auto and van rental, driver safety training, driver background checks as well as pick up and return services.

Reporting to the Associate Director of Public Safety the Transportation and Fleet Operations Manager is responsible for overall operations of transportation services which includes policy development, managing the transportation budget, developing and administering training programs, coordinating vehicle purchase /leasing with the purchasing office, managing fleet operations and coordinating with outside transportation vendors.
Specific responsibilities include:

Administrative
  • Manage and approve driver time cards, reconcile departmental p-card and pay vouchers.
  • Review all policies with a lens towards Wesleyan’s high need students and green transportation.
  • Ensure all reporting is done in timely manner.
  • Identify and implement best practices for fleet and transportation operations.
  • Manage motor vehicle checks in accordance with University policy. Manage inventory of university drivers and coordination with University auto insurance carrier.
  • Attend Wesleyan campus sustainability committee meetings.
  • Identify and centralize all driving needs across campus.
  • Collect relevant data to track current state, analyze and improve operations.
  • Attend student transportation board meetings to understand needs and provide regular reports on work done for students.
  • Manage departmental budget including preparing budgetary projections for maintenance, repair and fleet purchase/lease.
  • Develop, manage and oversee all policies and procedures related to motor vehicle operations (including recurring verification of driver licensing, driver eligibility, DOT certification, driver training and endorsements).
  • Develop, manage and oversee all policies and procedures related to fleet operations.
  • Ensure compliance with all federal, state, and local laws and ordinances (including DOT regulations) affecting transportation and fleet operations.

Shuttle and Fleet operations
  • Coordinate vehicle insurance documentation with University Insurance Broker.
  • Oversee and manage a warranty claims program through equipment manufacturers.
  • Coordinate student shuttles around recess periods.
  • Hire and train drivers for shuttles and other university vehicles.
  • Manage relationship with DMV for registration and related activities for new vehicles and vehicles being disposed.
  • Develop a vendor list and guidelines for university vehicle users to stay upto date with vehicle maintenance and repair.
  • Determine necessary repairs and maintenance of fleet vehicles; assign work to qualified vendors; review and evaluate work upon completion to ensure high quality work standard.
  • Develop standard operating procedures of all routes and operations.
  • Manage day to day shuttle operations ensuring vehicle availability and adequate routes and staffing.
  • Respond to all customer inquiries and concerns and be proactive in identifying and resolving problems to avoid future issues.
  • Establish appropriate record keeping systems to reflect activities associated with the inspection, maintenance and repair of vehicles.

This position is required to work on campus.
(Relocation assistance to CT is available for those who qualify).

Minimum Qualifications
Bachelor’s Degree and a minimum of 5 years of progressively responsible experience in managing transportation and fleet operations or an equivalent combination of education, training and related experience.
Demonstrated ability to synthesize and analyze information and make data informed recommendations.
Demonstrated ability to develop driver and safety training or related programs and courses.
Expertise in best practices and trends that affect transporation and fleet operations.
Some exposure to hiring.
Prior experience managing budgets and forecasts.
Demonstrated knowledge of applicable local, state and federal laws and ordinances affecting transportation.
Excellent Word, Excel , PowerPoint and Outlook skills.
Excellent judgment and organizational skills.
Effective communication skills.
Demonstrated skill in developing goals and objectives.
Demonstrated ability to build and maintain positive relationships.
Demonstrated ability to provide excellent customer service and to assist the public and community members in a professional and courteous manner.
Demonstrated expertise in assessing and mitigating risk related to driving.
Driver’s license with passenger endorsement.
Demonstrated commitment to working within a diverse environment and interacting collegially with individuals of different backgrounds.

Preferred Qualifications
Previous experience supervising drivers
Previous experience working with a contingent workforce
Previous experience in hiring drivers
Experience with managing parking
Experience with developing green transportation programs like bike rentals and carpool.
