Job Description
Position Summary


The purpose and mission of the Human Resources Division is to provide the highest quality of service in the areas of Talent Acquisition, Employee Relations, Compensation & Benefits Administration, Performance Management, Record Retention, and Training & Development; by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the citizens of Indianapolis and Marion County.


Position Responsibilities


Supports the development and implementation of a broad range of learning courses, online performance aids and multimedia training for the City of Indianapolis - Marion County, in addition to other organizational programs and initiatives. Utilizes communication, instructional design, technical skills and both internal and external resources to meet specific learning objectives. Position reports to Manager, Professional Development.


  • Ability to plan, set priorities, and organize numerous work assignments
  • Experience facilitating education for adult learners
  • Proficient in the use of Microsoft Office, spreadsheet, presentation, email, reporting, image editing, web, e-learning interaction scripting, and e-learning course authoring tools
  • Demonstrated experience using interpersonal, creative, problem solving, and team collaboration skills
  • Ability to arrive at sound decisions through detailed analysis and evaluation of information received from a variety of sources [ML1] [ET2]
  • Provides support with the facilitation and logistics of New Employee Orientation (NEO)
  • Ability to understand technical information and work with enterprise systems

  • Designs, develops, and teaches business and computer training classes as directed by Manager of Professional Development
  • Strong knowledge of ADDIE framework
  • Participates in ERP project-related activities, as well as other relevant training programs across the enterprise
  • Manages communication with City-County employees related to course registrations.
  • Ability to establish and maintain effective working relationships with officials, managers, employees, and contractors
  • Ability to maintain confidentiality when working with employee records is required
  • Serves as content creator and administrator of the Lessonly e-Learning system
  • Revises HR intranet and internet web sites
  • Ability to communicate clearly and effectively in a variety of mediums to all levels of employees
  • Provides support in record-keeping and tracking training participation, and can provide reports upon request
  • Utilizes communication skills to accurately understand the education needs and goals for the city and county workforce
  • Provides support during the implementation of software, programs or activities that impact the Training & Development section, as well as provides support to the HR team relating to implementation of technology-based projects
  • Manages time, resources, and priorities to meet quality standards, project timelines, and learning outcomes
  • Partners with content experts and leaders to recommend learning strategies, media, implementation methods and evaluation methods that engage employees and promote meaningful learning
  • Provides support for existing educational materials, courses, websites, and systems as directed


Qualifications


Bachelor’s Degree in Education, Training, HR, Communications, Organizational Development, Business or other degree, or a related field, with three (3) to five (5) years’ experience [ML1] in the design and administration of training and development programs.


Preferred Job Requirements And Qualifications


Master’s Degree in Organizational Development, Business Administration, Human Resources, or a related field. Previous knowledge or experience working for government entities. SHRM, HRCI or Certified Professional in Learning and Performance (CPLP) credentials. Bilingual preferred
