Job Description

The HR Talent Acquisition Partner is responsible for developing, facilitating, and implementing all phases of the talent acquisition strategic plan and recruitment process. They will identify opportunities to build applicant pools, establish trust and partnerships with the department heads, division chiefs, executive staff, and City leadership, identify potential “fit” through effective interviewing and testing, effectively oversee and administer the interviewing and onboarding process and ensure a positive new hire experience. Developing and executing recruitment plans and strategies are primary responsibilities to ensure the City of Richmond is best positioned to attract, source and recruit top talent, both internally and externally. The incumbent will report directly to the Division Chief, Recruiting/Talent Acquisition of the City of Richmond.

Duties include but are not limited to

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, DUTIES:

  • Provides expertise for talent acquisition responsibility as well as managing hiring manager/candidate expectations
  • Applies knowledge of employment market conditions, federal and state laws pertaining to Human Resources and Human Resources standards, policies, practices, procedures and best practices, employment law, and industry recruitment practices
  • Utilizes the complete functionality of the Applicant Tracking System, NeoGov, while maintaining data integrity and controls
  • Cultivates and manages relationships/client engagement, establishes credibility, and partners with leaders to identify talent gaps, needs, risk and action plans
  • Provides a positive candidate experience with frequent and timely communication throughout the talent acquisition process
  • Sources and pipelines qualified candidates through a wide variety of channels, including external resume databases, LinkedIn, colleges and universities
  • Works across complex matrixed divisions and partners with senior leaders, management, HR colleagues, and Finance to anticipate upcoming needs, market compensation trends, strategize pipelines, implement a talent acquisition strategy and candidate management/offer negotiations
  • Understands diversity goals and provides education to hiring managers to ensure and present a diverse candidate slate
  • Educates candidates on the career growth potential, benefits, compensation philosophy and many advantages of employment, selling both the City of Richmond and the opportunity
  • Shares manager feedback and appropriately dispositions all candidates
  • Supports the evaluation and interview process and presents qualified candidates to hiring managers and solicits feedback on candidates to refine talent acquisition strategy as applicable
  • Provides guidance to hiring managers on talent acquisition processes, controls and policies
  • Leverages appropriate technology strategies to increase productivity and efficiencies in the talent acquisition pipeline utilizing Boolean, LinkedIn, social media, and cold calling
  • Manages multiple detailed transactions, process steps and approvals to ensure 100% compliance on fair hiring practices
  • Supports in end-to-end talent acquisition process
  • Conducts appropriate compensation expectation conversations with both hiring managers and candidates to ensure timely, fair, and equitable closure of offers
  • Proactively shares innovative solutions to add value, anticipates needs and streamlines the recruiting process for internal stakeholders
  • Implements talent acquisition strategic plan
  • Ensures equitable and objective hiring practices
  • Demonstrates an experienced level of understanding of talent acquisition needs by participating in client meetings and being aware of changes within the business
  • Performs all additional related duties and responsibilities as required

Qualifications, Special Certifications and Licenses

REQUIRED KNOWLEDGE/SKILLS/ABILITIES:

  • Knowledge of employment law and industry recruitment practices
  • Applicant Tracking System end-user and administrator training
  • Flexibility and ability to balance conflicting priorities
  • Intermediate knowledge of LinkedIn recruiting
  • Excellent problem-solving and critical thinking skills

QUALIFICATIONS/SPECIAL CERTIFICATIONS and LICENSES:
Required:
  • 3-5 years of professional level recruiting experience
  • Bachelor’s Degree in Human Resources, Business, or Public Administration required (equivalency not accepted in place of a required degree)
  • 3+ years of Human Resources/Customer Service experience
Certifications/Licenses:
  • Recruiter Academy certification and/or obtained within 6 months of hire.
  • Certified Internet Recruiter (CIR) or SHRM HR Certification strongly preferred.
Preferred:
  • 5+ years of experience in Recruiting/Talent Acquisition managing end to end recruiting processes
  • Bachelor’s degree (equivalency not accepted in place of a required degree) Disciplines Preferred: Human Resources; Business; Public Administration
