Summary:
Reporting to the Director of Project Management Office, the Supply Chain and Inventory Manager is responsible for the overall strategy, planning and management of the Supply Chain and Inventory system for Goldwind Americas.
Responsibilities/Duties:
• Develop a long-term strategy for the build out of supply chain capabilities for expected growth.
• Assess current resources, including personnel, available to the Supply Chain and Inventory team, and propose and implement changes as needed.
• Plan and build physical systems, processes and procedures so each can be scaled up and implemented for asset growth.
• Act as Point of Contact with Beijing-based Headquarters for all supply chain and material management requirements and issues.
• Analyze spare parts inventories and determine which parts can be localized; implement strong supply chain localization strategy.
• Identify pool of local, regional and global vendors.
• Lead the negotiation and execution of contracts with those identified vendors.
• Identify market trends, opportunities and challenges, including changes in law, geopolitical situation, incentives, anti-dumping regulations. Develop strategies to take advantage of such opportunities and address challenges.
• Support the sales efforts of the organization by providing alternatives for local content and cost optimization.
• Support the execution of new projects and operation of existing projects with adequate supply of parts, materials, consumables.
• Achieve warehouse operational objectives by contributing warehouse information and recommendations to strategic plans and reviews; preparing and completing action plans; resolving problems; completing audits; identifying trends in parts consumptions.
• Meet warehouse operations financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
• Develop warehouse operations systems by determining spare parts life cycle requirements; evaluating policies and procedures; developing processes for shipping/receiving product, equipment utilization, inventory management, recycling and disposal.
• Ensure all warehouse operations are compliant with Goldwind Policies and Procedures as well as follow all Local, State and Federal Regulations.
• Ensure all sites have complete BOM lists and safety stock list for operations and maintenance activities.
• Build relationships with targeted, local vendors to take advantage of local supply chain opportunities. Assure these vendors pass Goldwind Qualification process.
• Promote and enforce safety culture across the range of Goldwind’s employees, contractors, and subcontractors to maintain highest quality, health, safety and environmental performance
• Follow Goldwind USA’s (or applicable) QHSE policies, procedures, guidelines of project safety plan, including safety statistics, accident reporting and investigation, etc. to maintain proper operation
• Focus on continuous improvement within the administration function to make programs and processes more efficient and cost effective; Always looking for gaps in efficiency and executing on optimization
• Provide mentorship and leadership to direct reports.
• All other duties as assigned by manager
Required Education and or Experience:
• BS/BA degree from an accredited 4-year university
• 5 years of experience in supply chain and inventory control and management
• 1-3 years of supervisory experience

• Critical thinker that can multitask different projects or work activities
• Strong financial and analytical skills; Able to develop and manage a budget.
• Strong written and verbal communication skills.
• Strong management and leadership skills.
• Training in lean methodology
• Experience with SAP a plus
• Demonstrated contracting and negotiating skills
• Background in global sourcing, particularly of complex products or machinery
• Proven ability to perform in a global (often reactive) environment
• Proficient in MS Office Suite particularly Word and Excel
• Supervisory experience
• Experience in the wind industry strongly preferred.
