Summary


This position is to be utilized, as approved, specifically for a FEMA headquarters organization involved in providing operational and/or program development support to an assigned Incident Management cadre. This employee serves as Cadre Management Training Specialist for an assigned cadre and is responsible for facilitating the development, revision, and delivery of the FEMA Qualification System (FQS) training for each cadre Position Task Book (PTB) as well as program required trainings.

What will I do in this position if hired?


In this position, you will manage the cadre training and qualification program, overseeing and tracking cadre personnel FEMA Qualification Systems (FQS) proficiencies and training requirements. Typical assignments include:


  • Serves as the cadres training point of contact to the Workforce Development Division (WDD) for the assigned cadre and serves as principal advisor to the Cadre Coordinator for all training requirements.
  • Ensures that FQS required training is consistently delivered in order to meet force structure requirements for qualified individuals within the FQS progression. Conducts tracking of FQS training and statistical data required for providing reports on cadre qualifications.
  • Coordinates with program subject matter experts (SME) and appropriate course managers regarding the development and revisions to curriculum and delivery of courses.
  • Identifies instructors to coordinator the delivery of required training courses in a timely manner. Evaluates and supports the improvement of course platforms, materials, resources, and tools in support of training requirements.
  • Develops and initiates evaluation techniques as required.
  • Identifies cadre training needs/gaps and develops strategies and courses of action to eliminate shortfalls in training requirements.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.


This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

To qualify for this position at the IC-13 level (starting salary $112,015), you must possess one full year of specialized experience equivalent to at least the IC-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:


  • Advising on the development or delivery of training materials.
  • Reviewing or evaluating the effectiveness of adult training materials.
  • Using adult education practices, techniques, or methodologies to develop or deliver training materials.


Individual Occupational Requirements: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.


Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:


  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
