Job Description
Duties
Directs the work of subordinate employees assigned to the Airports Compliance Division. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the Division. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate. Leads a team of subject matter experts involved in the development of national (Headquarters and Regions) airport policy, and the adjudication of user complaints. Oversees issues directly affecting an airport sponsor's assurances associated with its grant agreements, regions, and final determinations on formal complaints filed by airport users throughout the United States.
Serves as a national subject matter expert on FAA policy and procedures related to the Airport Compliance Program. Administers the compliance enforcement program under 14 Code of Federal Regulations Part 16, Rules of Practice for Federally Assisted Airport Proceedings; and coordinates airport compliance program activities with customers and stakeholders internal/external to the organization, including attorneys within the FAA's Office of Chief Counsel.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Manages the development and implementation of new program goals, policies and procedures on airport access, economic discrimination, and use of airport revenue, airport user fees, and other Federal requirements, to include supervising investigations.
Serves as the national point of contact for FAA field offices, other Federal offices, national aviation trade organizations, airport sponsors, airport users, and the general public on matters and policy involving compliance with an airport sponsor's Federal obligations. Utilizes strategic focus and in-depth knowledge of policy impacts to each other and the users to provide airport compliance policy guidance to members of Congress, the Office of the Secretary of Transportation, FAA field offices, airport sponsors and users, airport industry interest groups, and members of the general public.
Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Develops and maintains relationships with customers, other government entities and external parties to interpret compliance policies and procedures. Represents the organization on compliance related workgroups and/or teams. Communicates the organization's vision, goals and objectives to subordinate staff.

Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE IS DEFINED AS: Experience conducting investigations to determine compliance with Federal laws, policies, and grant assurances.
AND;
Experience utilizing project management and analytical skills to oversee and manage projects and programs.
AND;
Experience negotiating and resolving issues between different customer groups who have competing or conflicting interests and priorities.
