Stormwater Inspector Jobs

Job Summary

The purpose of this position is to investigate and enforce stormwater regulatory requirements within the City of Grand Prairie. This is accomplished by investigating and conducting stormwater-related audit inspections, reviewing Stormwater Pollution Prevention Plans (SWP3), inspecting construction site best management practices (BMPs), Performing detention/retention pond inspections, responding to citizen complaints, and drainage investigations. This position is also responsible for assisting with the City's Municipal Separate Storm Sewer System (MS4) program. Other duties include completing administrative duties and community outreach.

Essential Job Functions

This position has responsibilities that require lifting up to 25 pounds on occasion.

• Completes administrative duties by researching sources for property owners; notifying property owners, job site superintendents of violations; assisting other departments and co-workers with information and inspections. Performs plan reviews, SWP3 reviews, and onsite inspections of stormwater best management practices (BMPs). Identifies plan and project site deficiencies, as well as corrective actions needed. Works with the property owner, developer, contractor, and other City staff to obtain compliance with EPA/TCEQ regulations.
• All other duties as assigned by a supervisor/manager within your department/division.
• Investigate, inspect, and audit land development, commercial development, multi-family, single family, and Capital Improvement Projects (CIP) construction sites in accordance with the TCEQ Construction General Permit, the City of Grand Prairie Ordinances and Unified Development Codes; respond to complaints from citizens; review Stormwater Pollution Prevention Plans (SWP3) and erosion control plans; identify areas of noncompliance for appropriate enforcement actions; follow up on Notice of Violations (NOVs), action items from inspections/audits, and citizen complaints; perform detention/retention pond inspections and community outreach activities; assist with the maintenance of the rain/stream gauge equipment.
• Works with multiple departments to support Stormwater and Erosion concerns.

Minimum Qualifications

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:

• Writing: Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
• Certifications Required: Qualified Compliance Inspector of Stormwater (QCIS) & Qualified Preparer of Stormwater Pollution Prevention Plans (QPSWPPP) orCertified Erosion Sediment Stormwater Inspector (CESSWI) or the ability to obtain certification within 1 year is required.
• Experience: Minimum of two years in a related field.
• Supervisory / Organizational Control: No responsibility for the direction or supervision of others.
• Reading: Intermediate - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
• Managerial: Receives general direction: The employee normally performs the duty assignment after general instructions, procedures, methods are communicated. Employee has some discretion on a limited basis when confronted with choices.
• Education: High school diploma or GED required. Work requires knowledge necessary to understand basic operational, technical, or office processes.
• Math: Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
• Complexity: Work involves choices of action within limits set by standard practices and procedures. Professional judgment is required to apply the proper course of action.
• Budget Responsibility: None
• Licenses: Valid Driver's License required.
• Interpersonal / Human Relations Skills: Provides information to customers, discusses potential solutions to problems and persuades people to comply with the regulations. Ability to provide customer service when working with private property owners/developers.
