Job Description

Duties

The incumbent evaluates office processes consisting of numerous functions at varying levels of difficulty. The incumbent recommends changes in office policy to management or takes initiative to execute improvements to those processes, ensuring the stability of overall operations.

The incumbent manages the Superintendent's and Deputy Superintendent’s schedule, to include all meetings, appointments, events, and activities. This requires the position to take initiative and assume discretion to establish priorities, arrange commitments, reschedule, or refuse appointments or invitations, and/or arrange for a representative to attend in the Superintendent’s and Deputy Superintendent’s stead. The incumbent advises the Superintendent on any important matters addressed in the event of their absence. As pertains to scheduling, the incumbent also oversees the scheduling and completion of any work services to the immediate office area.

In addition to organizing meetings for the Superintendent and Deputy Superintendent, the incumbent also attends and provides input in matters concerning internal administrative issues and is responsible to follow up on commitments made in the meetings to make sure the issues are addressed by the appropriate personnel.

The incumbent receives, screens, maintains, and safeguards the Superintendent's personal file of correspondence and documents concerning pending investigations, subordinate personnel, productivity reports, etc. The incumbent responds to correspondence on behalf of the Superintendent when authorized to do so, and refers technical matters to the more appropriate subordinate personnel assigned to handling those issues. The incumbent manages a tracking system to ensure actions are completed within established deadlines.

The incumbent maintains technical or policy material present and available in the office; records the minutes of staff or other meetings; and prepares distributes the minutes upon completion. The incumbent reaches out to top-level officials to gather or develop information and create materials to assist with making decisions and for public briefings. All materials and reports are made readily available to the Superintendent in a timely manner to support a seamless work flow and effective overall business operations.

The incumbent assists the Capitol Building Superintendent’s Office to disseminate and implement all recommended changes to Architect of the Capitol administrative policies and associated programs of House and Senate office support organizations such as the Curator’s Office, Telecommunications, Service Center, Parking Office, Clerks Office, etc.

The incumbent manages the employee parking permit and transit subsidy program. The position follows appropriate safety rules and attends safety classes to reinforce awareness in safety while performing all said duties. Additionally, the incumbent manages employee emergency contact information, internal agency/jurisdiction correspondence, external correspondence (briefings, written responses to congressional inquiries, etc.)

All Staff Assistant responsibilities require the position to develop highly communicative working relationships with high ranking and key representatives from the Architect of the Capitol, and Congressional Offices and Committees.


The incumbent provides back-up support for human capital duties as needed

Qualifications

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-07) grade level in the Federal service.

Specialized experience for this position at the GS-9 level includes: (1) Reviewing, editing and drafting documents; (2) supporting high level management in a confidential environment; (3) extensive experience with Microsoft office to support and manage record keeping.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service. Candidate must meet all the specialized experience criteria listed below in order to be referred for consideration.

Specialized experience for this position at the GS-11 level: (1) Supporting high-level management in a confidential environment to include managing schedules; (2) Using Microsoft Office suite and other software programs to support and manage administrative activities; (3) Providing customer service in person, by phone and in writing.

Education

GS-09

The following education may be substituted for specialized experience:
A master’s or equivalent graduate degree; OR
Two (2) full years of progressively higher level graduate education leading to a graduate degree; OR
Related LL.B. or J.D. degree.

GS-11

You may substitute education for specialized experience. In order to substitute education for specialized experience, you must have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field of study related to the duties of the position.

Combination of Education and Experience - Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position.
