Job Description

SUMMARY

Performs full lifecycle recruiting for a broad range of positions with increasing scope and responsibility. Plans and directs activities including but not limited to developing contact sources, job postings and search strategies; conducting interviews; administering tests; validating references and background checks; and screening and evaluating applicant qualifications for hiring consideration and/or final selection. Ensures that recruitment and selection processes are implemented in accordance with policy and applicable laws and regulations. Analyzes recruiting and hiring data to effectively identify and develop process improvement strategies and recommendations for organizational efficiency based on industry standards and best practices. Coordinates activities of the lower level recruiting officers.


Position will require occasional travel and work during weekends and evenings.



This position has responsibility for staffing positions that have transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority’s Agency Safety Plan. Training requirements must be completed within 3 years of employment.


ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Plans and directs activities such as developing contact sources, job postings and search strategies, conducting interviews, administering tests, validating references and backgrounds checks, and screening and evaluating applicant qualifications.

2. Ensures that programs such as employee orientation and training for newly hired employees are implemented in accordance with policy.

3. Adheres to employment policies specifying valid selection processes and legislation concerning equal employment practices.

4. Prepares offer packages and makes formal offers of employment to selected candidates.

5. Analyzes recruiting and hiring data to develop process improvement strategies and recommendations in efforts to optimize organizational efficiency and effectiveness among for recruitment activities and processes.

6. Coordinates activities of the lower level recruiting officers. Works closely with staff in the development of work plans for handling recruitment issues.

7. Performs other related duties as assigned.


SUPERVISORY RESPONSIBILITIES

Serves in a lead capacity and provides functional guidance, advice and/or training to lower level recruiting staff.


EDUCATION and/or EXPERIENCE

Bachelor's degree in behavioral science, human resources, business or public administration or a directly related field. Four years of experience in administering the laws and regulations governing hiring and selections; skills in current occupational testing, validation and selection techniques and practices required. Exposure to both a non-union and union recruiting environment desired. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.
