About the role:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Policy & Programs Group (PPG).
As a Social Science Research Analyst, you will develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned HHS programs.
Salary:
$84,546 - $109,908 per year. This is the BASE salary for the position.
What you'll do:
- Develops and conducts program and policy analyses to identify and understand the needs and preferences of HHS health and human services programs and the populations they serve.
- Represents the organization at briefings and other meetings regarding the justification and approval of specific projects.
- Designs, analyzes, implements, and interprets studies regarding the influence of communications about disease and therapy.
- Interprets data tabulations and graphs; identifies critical factors such as data limitations, biases, sampling errors, and inconsistencies.
- Provides statistical/research information and justification on the operational aspects of specific plan-focused projects.
- Serves as liaison with representatives of the health care and human services industry to obtain expert input, and promote understanding of HHS program issues.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) analyzing quality measure specifications and use in value-based care or payment models to inform measure selection, testing or validation; AND 2) assisting in the development or implementation of quality measures, including planning for data collection, using claims, clinical registries, or electronic health records or patient-reported outcomes data; AND 3) Providing technical advice to stakeholders on the evaluation or interpretation of healthcare quality measures in value-based programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
I possess a degree in behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
OR
I possess a combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
OR
I possess at least 4 years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
