This position is located in the Washington, DC Commuting Area in the Bureau for Global Health, Office of HIV/AIDS, Strategic Information, Evaluation and Informatics Division, at the U.S. Agency for International Development (USAID).

Duties
  • Advises field Missions, country or regional programs, and cooperating Agencies in the application of strategic information and data systems approaches.
  • Leads interagency data analytics and strategic information work coordination, advocacy and capacity building.
  • Serve as a Contracting/Agreement Officer's Representative (COR/AOR) or Activity Manager for various OHA projects focused broadly on SI and Data analytics.
  • Serves as an agency lead and overseeing the diverse teams work on data management and analytics.
  • Serves as an Agency expert providing intellectual leadership on strategic information (SI), data use, and monitoring and evaluation of HIV and public health programs.

Qualifications
Specialized Experience:
GS-13: In addition to the Education requirement and Selective Placement Factor, you MUST have one year of specialized experience is required that is equivalent in difficulty and responsibility to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) Experience in interagency data analytics and strategic information work coordination and capacity building; (b) Experience providing technical support in data management, analysis and visualization, and use for HIV/AIDS programs; AND (c) Experience in data process, management , analysis and visualization for HIV/AIDS and global health program.
GS-14: In addition to the Selective Placement Factor you must have one year of specialized experience equivalent to the GS-13 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position include: a) serving as technical lead and overseeing the team members work on data management, analytics and use at HQ level; (a) Experience interagency data analytics and strategic information project coordination, advocacy and capacity building; (b) Experience serving as agency lead and overseeing the diverse team work on data management and analytics; (c) Experience providing strategic direction and guidance for data management, analysis and visualization, and use for HIV/AIDS programs; AND (d) Experience in data process, management, analysis and visualization for HIV/AIDS and global health program.
SELECTIVE PLACEMENT FACTOR:
This position includes a Selective Placement Factor. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
Do you have expertise in leading strategic information initiatives and data analytics in international and/or domestic HIV/AIDS programs? This experience must be shown in your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

This position does have a positive education requirement. Therefore, transcripts are required.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
