Job Description
The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. The BPHC envisions a thriving Boston where all residents live healthy, fulfilling lives free of racism, poverty, violence, and other systems of oppression. The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establishing a culture of antiracism and advance racial equity and justice through each of our bureaus, programs, and offices.

PROGRAM DESCRIPTION
The Ryan White Services Division (RWSD) serves as the grantee for the Ryan White Part A grant which spans ten counties across Massachusetts and New Hampshire. RWSD funds over 30 providers across the Boston Eligible Metropolitan Area (Boston EMA) to provide core medical and support services to people living with HIV.

The Program Coordinator III for the Clinical Quality Management program (CQM) will be focused on Quality Improvement (QI) for Ryan White services in the Boston EMA. They will lead system-wide improvements of client care and build quality improvement (QI) capacity for the Boston EMA. CQM works with subrecipients and stakeholders to continuously improve client care, health outcomes, and client satisfaction.

These activities include monitoring epidemiological trends, QI coaching and training of funded providers, oversight of QI efforts and implementation of a QI learning collaborative. This individual will actively engage the Ryan White community (providers, clients, and other stakeholders) in QI efforts and support CQM planning and evaluation.

DUTIES
Working to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
In addition to all duties in Program Coordinator I, Program Coordinator II, and III will perform these duties:
  • May be required to perform any and all duties and responsibilities of a Program Coordinator III, as set forth in the BPHC Program Coordinator Series. This job description is based on the Program Coordinator Series.
  • Under supervision of the CQM Senior Program Manager and the RWSD Director, will be responsible for developing and implementing a quality management system for funded services and providing direction to additional quality management staff.
  • Performs other duties as required.
  • In collaboration with senior leadership and the HIV Services Planning Council develops and implements annual quality management and evaluation studies including subcontracted projects. Supports CQM planning and evaluation, including designing and facilitating QI training activities. Convene Supports the Quality Management Advisory Committee with fellow CQM staff and coordinates quality improvement efforts with other Ryan White grantees. Develops and implements plans for using service utilization, epidemiologic, and outcome data to analyze impact of Ryan White funded and related services.
  • Develops and implements strategies to increase the rates of HIV viral suppression through continuous quality improvement activities. Helps implement an annual QI learning collaborative. Develops, plans, and enhances monitoring and reporting systems for program performance for funded programs. Develops procedures for continuous quality assurance monitoring activities including program site visits.
  • Takes a leadership role in ensuring that direct service medical providers funded through the Ryan White program adhere to established HIV clinical practice standards and Public Health Services (PHS) guidelines; implements strategies for improvements to quality medical care including vital health related supportive services to achieve appropriate access and adherence with HIV medical care; utilizes available demographic, clinical and health care utilization information to monitor the spectrum of HIV related illnesses and trends in the local epidemic. Collaborates with others in the ID Bureau to develop additional epidemiologic data to assess local HIV epidemiology. Responsible for developing and updating the EMA Quality Management Plan.
  • Provides technical assistance to funded community-based organizations in the implementation of quality assurance mechanisms and quality improvement activities. Prepares Contributes to quarterly program reports and annual reports for HRSA. Creates program summaries on program performance as needed. Carries out other written assignments as necessary, including preparing sections of grant applications as directed. Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.

Minimum Qualifications

MINIMUM QUALIFICATIONS

  • Master's degree in Public Health, Health Policy Administration, or a related discipline, such as sociology, organizational psychology, public health nursing, or health communications required; OR BA/BS plus 5 years of equivalent experience in public health program coordination, management and/or community organizing.
  • Exceptional organizational skills with the ability to develop timelines and meet deadlines.
  • Knowledge of public health, and epidemiological, outreach and educational models related to HIV and AIDS.
  • Demonstrated ability to establish effective communications and working relationships with community providers.
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
  • Knowledge and experience in coalition building, community organizing, health education & health promotion strategies.
  • Demonstrated experience coordinating and implementing complex projects in the area of position.
  • Excellent interpersonal skills and ability to communicate effectively.
  • Ability to write clear, concise reports, & to follow & give written and oral instructions in a precise, understandable manner.
  • Experience designing and implementing public health or health related programs and initiatives.
  • Demonstrated cultural competence with diverse ethnic, cultural and socio-economic groups.
  • Commitment to health equity and racial/social justice issues.
  • Prior experience in database management and data analysis preferred.
  • Demonstrated experience collaborating with providers serving a variety of populations, including MSM, communities of color, substance abuse populations, women and youth.

Preferred or Plus:

  • At least two years of demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience.
  • Bilingual and/or bicultural preferred.
