Overview
The Human Genetics Institute of New Jersey ( HGINJ ) has embarked on a major initiative to encourage, foster, and support research in the life sciences within Rutgers University and the greater New Jersey community. As a part of this initiative, further research will be emphasized in five major core programs. Based on the strengths and expertise of the life sciences faculty, these programs include: Brain Disorders, Cancer Genomics, Computational Genetics, Reproductive Genetics, and Stem Cells. Each program is headed by a leading expert in the area of concentration.
The mission of the Human Genetics Institute of New Jersey ( HGINJ ) is to operate a world-renowned institute of excellence in human and medical genetics, to collaborate with and enhance research and training programs in the life sciences of Rutgers, and to facilitate scientific relationships with the private sector. HGINJ is comprised of prominent research scientists with specialties encompassing a broad range of topics. Areas of concentration currently include the following core programs: Brain Disorders, Cancer Genomics, Computational Genetics, Reproductive Genetics, and Stem Cells.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Senior Business Manager for the department of Human Genetics Institute of New Jersey. This position requires the ability to understand the technical operations to support human disease research throughout the world, at a level that supports the creation and maintenance of relevant accounting/finance structures.
Among the key duties of this position are the following:
  • Establishes performance standards, conducts evaluations and participates in the hiring and firing of staff.
  • Provides advice and counsel to Executive Leadership in the development, implementation and monitoring of financial plans that reflect strategic initiatives and operational priorities of the Institute.
  • Emphasizes on fiscal planning, budget management, grant accounting, administration, purchasing, and strategic planning for Rutgers HGINJ .
  • Assures compliance with all University fiscal policies, policies associated with all funding sources, including compliance with NIH and state and federal laws and regulations, among others.
  • Takes the leadership role and provides a variety of financial and administrative support to Human Genetics Institute of NJ ( HGINJ ).
  • Works independently with broadly defined work objectives and limited review of overall results.
  • Oversees and prepares proposal submissions for HGINJ .
  • Manages multimillion subawards.
  • Works closely with each Director to ensure that the HGINJ’s financial objectives are met.
  • Performs professional level of work that requires a deep understanding of the mission, vision, role and goals of HGINJ .
  • Works independently with clearly defined objectives.
  • Provides supervisory oversight of Business Specialist (G5) ensuring that all tasks are in compliance with the University and Grant policies, and Federal and State accounting rules and regulations.
  • Works independently to meet objectives with minimal supervision and requires excellent organizational, planning, communications skills and also demonstrates sound judgment in making decision on behalf of the Institute, Department, Center and Core Facilities.
  • Interprets, communicates and implements policies and practices for the Unit.
  • Collaborates with the EDFA for economic development in areas of strategy, finance, operational management and team management.
  • Supervises Business Specialist (GR5).

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.

Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications
Minimum Education and Experience
  • Five years of related professional experience in a financial/accounting function in a leadership or managerial role of increasing responsibility.
  • Bachelor’s degree in accounting, finance, business administration, or related field.
  • Certain positions may require specific education, certification or licensure, an advanced degree with equivalent experience, or expertise in a specialty area.

  • Excellent oral and written communications skills, interpersonal skills, organizational skills, analytic and problem solving skills.
  • Ability to research and creatively develop new approaches to increase organization and efficiency of growing Unit, within parameters of University, State and Federal policies, procedures and regulations.
  • Comprehensive knowledge of generally accepted accounting principles and practice ( GAAP ) as well as Uniform Administrative Requirements, Cost Principals and Audit Requirements for Federal Awards.
  • Ability to interact and communicate with all levels of senior management.
  • Skills in planning and organizing, integrating information, making decisions, and attaining results.
Preferred Qualifications
  • Minimum of five years’ experience in financial and business services in a higher education environment supporting scientific research that includes fund accounting, financial planning, analysis, reporting and demonstrated development of cost effective and efficient resource utilization systems.
  • Familiarity with the operation, maintenance and safety requirements of scientific laboratories.
  • Experience in higher education in a research environment.
