Job Description
Duties WHAT IS THE TAXPAYER ADVOCATE SERVICE (TAS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions 1 Vacancy will be filled in Taxpayer Advocate Service (TAS) Division The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Conducts a thorough substantive review of all correspondence and action documents prepared for signature to ascertain conformance with established Internal Revenue Service policy, adequacy and clarity of information, format, and expressed view of the manager. Attempts to resolve conflicts through consultation with the subordinate officials or, if necessary, calls the problem to the attention of the manager.

You must meet the following requirements by the closing date of this announcement: BASIC QUALIFICATION REQUIREMENTS: This is a collateral duty assignment with no promotion potential, change to your current permanent position description of record, or post of duty. Your experience must demonstrate your technical expertise to plan and conduct formal classroom training on basic or advanced areas of tax law, procedures, policies, techniques, or other specialized fields unique to your position/occupation. The cadre position covered by this announcement is identified below: BASIC REQUIREMENT: Applicants must be a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for three years. We may verify proficiency skills of self-certified applicants by administering the appropriate performance test. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-08: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: screening and answering telephone calls; Arranging conferences when required to record and transcribe minutes; Reviewing correspondence, reports and other documents for proper format, grammar, punctuation, and mathematical correctness and writing simple or complex non-technical correspondence; Briefing on important and office related facts, issues, and reports; Providing administrative support services such as preparing personnel actions, reconciling bank/credit account statements and credit card reports and ordering and maintaining supplies; Retrieving, gathering, and generating data, as well as using various word processing, spreadsheet, slides, and statistical data computer software applications. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". SPECIALIZED EXPERIENCE FOR GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. Specialized experience for this position includes: obtaining needed background information before referring calls and visitors and referring items of special importance; Arranging meetings and conferences and assembling material for agenda items; Reviewing action documents for grammar, format, clarity of information, and conformance with the manager's viewpoint; Serving as liaison by briefing on views on current issues, programs, and activities; Conducting periodic training sessions; Performing administrative support assignments such as, collecting data for the annual budget estimates, setting up controls to monitor expenses and recommending adjustments, preparing reports and requests for procurement of supplies and equipment; and completing personnel action requests. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to.
