Job Description

The International Budget Partnership (IBP) is currently seeking a Research Assistant to join our team. The Research Assistant is a member of the Open Budget Initiative within IBP’s Policy Team. This is a fixed-term, temporary position, running for twelve months from the position’s start date. As a Research Assistant, you will be part of the team responsible for implementing IBP’s flagship research and advocacy project: the Open Budget Survey (OBS).

The Open Budget Survey is the only objective, comparative, and regular worldwide measure of the openness and accountability of government budgets. The OBS assesses the three components of a budget accountability system: public availability of budget information; opportunities for the public to participate in the budget process; and the role and effectiveness of formal oversight institutions. These components are assessed in 125 countries through a questionnaire of 145 scored indicators that are completed by independent budget experts and reviewed by an anonymous peer reviewer and the national government. The survey is used by activists, donors, and international institutions to understand and influence national budget processes.

IBP works to ensure that all people, especially underserved communities, have the right and ability to understand and influence how public money – their money – is raised and spent. IBP is a nonprofit organization fiercely dedicated to ensuring governments use public funds to help those that need it most. In more than 120 countries, we pioneer new approaches to enable oversight of government taxation and spending. IBP is a multi-cultural environment with strong camaraderie among mission driven people.

ESSENTIAL DUTIES include, but are not limited to, the following
:
1. Perform overall support functions for the OBS research team, including:
  • Maintaining project files and the project deadline tracking system.
  • Drafting and proofreading project correspondence; and
  • Completing consistency checks and editing final versions of country summaries for the website;
  • Identifying and following up with OBS peer and government reviewers;
  • Inputting information from researchers, peer reviewers, and government reviewers into the online platform used to collect the OBS data;
  • Providing support to research partners to help them fulfill their requirements under the OBS project;
  • Drafting and fact-checking country summaries and other products;
  • Collecting, analyzing, and fact-checking government budget data;

2. Support the preparation of reports and analyses on budget transparency for governments, international donors, and civil society organizations – including conducting background research, creating presentation materials, and proofreading.
3. Assisting the implementation of the Policy Team’s advocacy and capacity building activities, including supporting events, meetings, webinars, and trainings.
4. Participate and present at IBP Staff and Policy Team meetings.
5. Coordinate closely with the IBP Finance and Operations Team for all administrative and logistical needs, including contracts and payments.


EDUCATION REQUIREMENTS:

  • Bachelor’s degree in economics, international affairs, political science, or public policy, required; Master’s degree in similar disciplines, desirable.

EXPERIENCE:

  • Experience working with civil society, government, or academia on budget issues is a plus.
  • Experience conducting qualitative and quantitative analyses, preferably in public finance, international development, or other related subjects.

SKILLS:

  • Proficiency with Microsoft Office package, required.
  • High level attention to detail, accuracy, quality, and timeliness.
  • Strong interpersonal skills and the ability to thrive in and contribute to a culture of collaboration and teamwork in a diverse work environment.
  • Quick turnaround research skills.
  • Proficiency in English required; proficiency in other languages, particularly French or Spanish, desirable.
  • Excellent verbal and written communication skills.
  • Proficiency with STATA or other statistical software, desirable.
  • Demonstrates a high level of organization, with a strong ability to prioritize tasks to meet multiple deadlines.

PHYSICAL DEMANDS:

  • Duties are generally carried out in a normal business environment – i.e., working at a computer while sitting at a desk for extended periods of time.
  • The position supports occasional event or publication preparation which may require lifting or moving of items that weigh up to 30 lbs.

This position is based in Washington, DC. Our DC office is open, however remote work is currently allowed for staff living in the DC/VA/MD area. Occasional visits to the DC office may still be required. Remote work availability is subject to change.
