Job Description

Transfer Opportunity for qualified employees of New York State: have permanent status as a Registered Nurse Supervisor 1 Psychiatric (formerly Nurse Administrator 1 Psychiatric, Grade 20, and Nurse Administrator 2 Psychiatric, Grade 21) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law. In order to be eligible for 70.1 transfer, candidates must be licensed as a Registered Nurse in New York State and have one year of permanent competitive or 55-b/55-c service in a qualifying title within two salary grades of the SG-22 level.

Provisional Opportunity: candidates who meet the following promotion or open-competitive qualifications may be qualified for a provisional appointment.
Promotion qualifications: candidate must be a qualified employee of New York State, have a Registered Nurse license and current registration to practice nursing in New York State, and two years of service in any Grade 18 or higher position that requires a license to practice nursing; or one year of service in any Grade 20 or higher position that requires a license to practice nursing; OR
Open-Competitive qualifications: have a Registered Nurse license and current registration to practice nursing in New York State, and three years of post-licensure clinical nursing experience working with individuals diagnosed with mental illness, addiction, or substance use disorders.
NOTE: Candidates must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain licensure, certification and Medicaid/Medicare eligibility will result in the termination of employment.
Mandatory overtime (MOT) is a requirement of this position. Chosen candidate(s) will be added to the mandatory overtime roster, which is utilized on a rotating basis. The MOT is applied during times of emergency, when all other staffing options have been exhausted (volunteers, hourly staff, contracted staff). Our Addiction Treatment Centers (ATCs) operate 24/7/365 programing. Therefore, MOT IS an essential function of this position and is critical to maintaining adequate staffing at all times in order to ensure the health and safety of clients within the facility.


Duties Description
Supervises and coordinates the activities of assigned nursing and direct care staff.
  • Assist with Maintaining and Ordering nursing/facility supplies and equipment;
  • Attend Individual Case Review meetings and case conferences;
  • Assist in emergency and crisis situations
  • Communicate effectively to promote cohesive relationship between shifts and disciplines;
  • Other responsibilities as assigned by Director or Assistant
  • Ensure program remains in compliance with Federal, State, OASAS and CARF guidelines
  • Support Administrative decisions and policies and procedures for staff and patients as a member of the Leadership Team;
  • Involvement in facility performance assessment and improvement activities;
  • Pharmacy bills & auditing;
  • Educate staff on relevant medical/nursing issues;
  • Proficient use of a computer is required for record keeping and documentation;
  • Supervise all permanent, hourly and agency nurses;
  • Provide supportive counseling and crisis intervention as needed;
  • Evaluate nursing care through regularly scheduled supervisions and annual performance evaluations;
  • Serve as the liaison between the nursing contract agencies and RCW;
  • Monitor the environment for patient health, safety, and security; take action to maintain a positive and healthy milieu;
  • Update and complete nursing policies and procedures
  • Provide Clinical expertise in addictions nursing for staff;
  • Assist in completing monthly reports: infection control, incident reports, environmental care, Drills
  • Educate patients on various medical aspects relating to substance use;
  • Perform other nursing duties as assigned; completion of other tasks to meet ATC needs.
  • Function as backup shift charge in the absence of the shift charge;

$85,272- $105,324
  • Plus Location Pay - $1,513

Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
