The State of New Hampshire, Department of Health and Human Services, Bureau of Drug & Alcohol Services has a full time vacancy for Program Specialist IV.
SUMMARY:
Provides proactive quality monitoring and programmatic technical assistance to mental health and substance misuse providers. Acts as a liaison with governmental and other community partners.
RESPONSIBILITIES:
Provides oversight of the programmatic components of a comprehensive quality management plan for mental health and substance misuse programs, including adherence to administrative rule and contract requirements, monthly reporting and record reviews, and annual on-site reviews.
Provides follow-up investigation and technical assistance as needed to mental health and substance misuse providers in response to findings from the reviews above and/or reports of issues from stakeholders.
Assists in the development, technical review, and scoring of procurements and applications for certification and the subsequent development of contracts and/or provider agreements.
Collaborates with other entities in the Department of Health and Human Services as well as external stakeholders as requested.
Assists in the development of the annual federal Block Grant application and assists in the development and revision of administrative rules.
Assists with calls from the public and provides coverage for substance misuse information.
MINIMUM QUALIFICATIONS:
Education : Master's degree from a recognized college or university with major study in public policy, business administration, public health, social work, psychology, education, organizational development or related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' professional experience in project management or federal grants management, preferably in the field of substance misuse and recovery, with responsibilities in program research, planning, monitoring, and evaluation.

Education: Bachelor’s degree from a recognized college or university with major study in public policy, business administration, public health, social work, psychology, education, organizational development or related field.
Experience: Five years’ professional experience in project management or federal grants management, preferable in the field of substance misuse and recovery, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid New Hampshire driver’s license with appropriate endorsements required for the type of vehicle being operated. Must possess or successfully complete a Defensive driving Course as approved by the New Hampshire Safety Council within the first six (6) months of employment. As a condition of and prior to hire, the applicant must have verified their current New Hampshire driving record supplied by the Dept. of Safety, Division of Motor Vehicles indicating no major traffic violations.
