The State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Student Wellness has a full time vacancy for Program Specialist IV.
This is a grant-funded position and is subject to renew every two years.
SCOPE OF WORK : To plan, coordinate, monitor and support the implementation of family engagement across the system of care for children, youth, and their families, to follow the core values of “youth guided and family driven” for compliance with state and federal regulations as well as best practices in the field. This position will provide technical assistance and consulting services to local school districts and collaborating agencies as a member of the Bureau of Student Wellness and Nutrition in the NH Department of Education.
ACCOUNTABILITIES :
- Implements the NH’s system of care values and guiding principles, as well as the mission and vision of the NH Department of Education, through the provision of technical assistance and guidance to local and state agencies.
- Reviews, modifies, prepares and presents best practice procedures, fiscal reports; monitors programs and provides technical assistance to align, promote and improve family engagement within locally driven Multi-tiered System of Supports for Behavioral Health & Wellness (MTSS-B) framework.
- Effectively assists and supports school districts to utilize available funds to plan, implement and sustain family engagement activities across local, state and collaborative partners, ensuring youth and family voice are included in decision making on various committees, workgroups, councils and serves as a liaison.
- Visits schools and community agencies to assess family engagement standards and practice, including preparing written reports and recommending actions and suggesting program improvements that support overall student wellness
- Reviews and informs federal and state legislation and regulations for the purpose of implementing best practice family engagement practices within NH’s system of care and ensuring compliance with state and agency policies or regulations.
- Plans, coordinates, and provides statewide professional development and technical assistance for school districts, state agencies, private non-profits, and community-based organizations to develop stronger understanding and better practices in the field toward a decrease in stigma and discrimination regarding mental health and to promote youth and family voice.
- Supervises the preparation of materials to assist and instruct the educational community, caregivers and other collaborating agencies in the implementation of family engagement programming within a Multi-Tiered System of Support for Behavioral Health & Wellness (MTSS-B).
- Analyzes data, prepares, reviews, and monitors grants and contracts to support state, regional and local family engagement and student wellness initiatives in compliance with federal policy and state requirements.
- Attends and presents at required national and state training sessions.
MINIMUM QUALIFICATIONS :
Education: Master's degree from a recognized college or university with a major study in Education, Community Organizing, Human Services, Counseling, Behavioral Science, Psychology, Social Work or Health Education, or related field.
Experience: Four years' professional experience in Education, Community Organizing, Human Services, Counseling, Behavioral Science, Social Work, Psychology, Health Education or Mental Health, with responsibilities in program analysis, research, planning, monitoring, and evaluation. A successful applicant will also possess strong leadership, communication, and project management skills.

Education: Bachelor's degree from a recognized college or university with a major study Education, Community Organizing, Human Services, Counseling, Behavioral Science, Psychology, Social Work or Health Education, or related field.
Experience: Five years' professional experience in Education, Community Organizing, Human Services, Counseling, Behavioral Science, Social Work, Psychology, Health Education or Mental Health, with responsibilities in program analysis research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Must possess a valid driver’s license and/or access to statewide transportation .
RECOMMENDED WORK TRAITS: Considerable knowledge of state and federal laws relating to the program to which assigned. Considerable knowledge of principles, practices and current developments in the program area in which position is assigned. Ability to communicate clearly and concisely both in oral and written form. Ability to write technical information. Ability to evaluate and analyze program effectiveness and resource utilization. Ability to create new program concepts. Ability to speak before public groups. Ability to supervise others. Ability to establish and maintain effective working relationships with federal, state and other public officials. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
