Project Sr Safety And Health Specialist

Provide support to management, employees, and customers in applying occupational health, facility safety, system safety and health, and ergonomics disciplines.Evaluate the impacts of emerging issues and regulations on company operations, conducts problem investigation and coordinates resolutions, evaluates engineering design, and performs safety analyses, ensuring appropriate selection of control measures and hazard mitigation.Assisting in the development and implementation of core safety programs such as Lockout, Confined Space, Safety Management Systems, Excavation and Trenching, Fall Protection, Incident Investigation, Mobile Equipment, Cranes and Rigging, Personal Protective Equipment, and Safe Work PermitsProvide coordination of the field oversight of the subcontractor safety program. Perform assessments of subcontractors? safety and health performance, which determine whether or not they will be allowed to bid for M&O contracts. Assess the adequacy of subcontractor submittals such as Safety and Health Plans, written safety programs, and safety professionals? qualifications. Verify subcontractor training requirements have been met.Provide field support to the project team in order to maximize efforts in identifying and mitigating safety and health hazards. Provide field oversight, coordination and leadership to the project team to assist in risk management and control implementation.Coordinate with project teams to conduct Preliminary Hazard Reviews for operations, maintenance, and construction task packages.Serve as a source of regulatory interpretation and provide mechanisms for proactive compliance with new or revised safety and health-related regulations, codes, standards, etc. Research and interpret federal, state, and local safety codes to support activities at all SPR sites.Assure planning, coordination and implementation of safety activities are part of and performed in accordance with the safety management system.Conduct periodic inspections of M&O work areas, as directed by the Safety Manager, for unrecognized hazards and assist with control identification and implementation of mitigating measures. Support monitoring of subcontractors? work activities to assure compliance with M&O policy, plans and procedures, DOE orders and local, state and federal codes, standards and regulations and best management practices. Stop work if unsafe conditions or activities are found, until they are corrected.Provide support in the review of subcontractor?s safety and health program documents requiring approvals. Support development, coordination, and maintenance of safety and health requirements for subcontracts.Review and provide safety comments on design packages, contracts, engineering change proposals, work permits, statements of work packages, and safety data sheets to assure safety compliance.Assist line organizations in understanding safety-related discrepancies and provide necessary support to resolving them.Work with M&O Performance Development to identify, define, develop, deliver, and assess safety and health training packages to support the SPR sites, Project Team, and subcontractors.Assist in the development, coordination, and maintaining of safety and health requirements for subcontracts.

Qualifications REQUIRED:Must be knowledgeable of Occupational Safety and Health Administration (OSHA) codes; capable of identifying; existing and predictable hazards, working conditions that are unsanitary, hazards that are dangerous to employees; and meet one of the following minimum qualifications:1) A master's degree in a safety-related discipline plus 5 years of experience in a full-time safety position, or2) A bachelor's degree in a safety-related discipline plus 10 years of experience in a full-time safety position, or3) An associate?s degree in a safety-related discipline plus 15 years of experience in a full-time safety position.DESIRED: Certified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health & Safety Technician (CHST), or Occupational Health & Safety Technologist (OSHT) Certification preferred.WORKING CONDITIONS: Position based at the New Orleans site with frequent travel to all SPR storage sites. Must be able to perform the following tasks without physical or mental impairment:? Perform Excel, Word, PowerPoint, & Data Processing/Computer Workstation- 7 hrs./day? Wear appropriate PPE as required (Safety Shoes, Safety Glasses, Rain gear, Hard Hats, Hearing Protection, etc.) possibly donning SCBAs/Respirators.?Must be able to travel (ground and air) on demand, as required for multiple days and/or overnight, and be able to operate an automobile or light truck.
