Job Description

Our Position Summary
The Program Specialist III is responsible for the recruitment, case management, and delivery of services for participants enrolled in various programs on the Healthcare/Behavioral Health team. This individual supports Workforce Partnership with the implementation of the California Workforce Development Board’s Regional Equity and Recovery Partnership and other healthcare and behavioral health programs as assigned. Responsibilities will include working with local community college’s to increase their social work program enrollments and providing supportive services to program participants. Working hours vary based on the needs and availability of clients, which includes some weekends as needed. Some local travel required. This position is fully funded by a 3-year grant. Continued employment after the grant ends will be dependent on additional grant funding
The Work
Program Management
  • Complete enrollment paperwork, meet contractual regulatory guidelines, facilitate employment placements, make appropriate community referrals, schedule trainings and information sessions, and conduct participant evaluations
  • Monitor program budgeting, provide input on expenses, and track invoices to maintain contractual agreements
  • Have a clear understanding of behavioral health programs and be able to provide project management and assistance to those programs, as needed
  • Serve as main contact for program participants and assess individual needs providing linkage supportive services
  • Monitor job seekers progress, service delivery, and consumer satisfaction by providing a minimum of monthly service to all active individuals on assigned caseload. Provides increased frequency of service whenever indicated by needs assessment
  • Support funder and institutional reporting alongside Sector Initiatives’ Operations team to compile data points and participant testimonials
  • Develop project management plans for their respective sector
  • Collaborate with SDWP Marketing & Communications to develop outreach and marketing strategies for sector’s programs and share write-ups of participant and program success stories as needed for SDWP newsletters and board highlights
Internal Procedures
  • Adhere to and create best practices
  • Maintain high quality, accurate, and up to date documentation & program data in Salesforce
  • Attend agency staff meetings, case review meetings, supervisory meetings and training meetings as required
  • Provide services that align with the mission and goals of San Diego Workforce Partnership
  • Perform other projects as requested
Relationship Management
  • Provide career coaching to clients, communicating open opportunities, leading outreach and recruitment efforts, forming partnerships with community-based organizations, and supporting with regular communication to relevant stakeholders
  • Work closely with team members to ensure quality services are being delivered
  • Coordinate with department leadership to execute program timelines and goals
  • Communicate regularly with the participating community colleges and ensure program participants are assisted as needed
  • Educate and train participants, peers and partners as needed on work readiness and industry specific topics
Requirements
What you bring
Required
  • 4+ years of program management or service delivery experience
  • Passionate about and able to clearly articulate Workforce Partnership’s mission and vision 
  • Ability to meet people where they are at
  • Critical thinking skills
  • Skilled with Microsoft Office and Microsoft Excel
  • Experience in working with diverse, underserved populations
  • Motivational interviewing experience
  • Reliable transportation
  • Knowledge of program and budget management principals
  • Problem solving and ability to multi-task
  • Valid CA Driver’s License and proof of insurance
  • Effective, clear communication skills
  • Bachelor’s degree or 6+ years of program or case management equivalent experience
  • Ability to read and interpret contracts
  • Strong attention to detail
  • Strong ability to build effective relationships with teammates and partner organizations
Preferred
  • Prior Salesforce experience
  • Bilingual (English/Spanish)
  • Experience leading classes/training
