Company Overview: 


The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy (NED) and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, anti-corruption & ethics, and trade. 


Position: Program Officer, Global Programs 


Reports to: Program Director, Global Programs 


Scope: CIPE is seeking a full-time, Washington, D.C.-based Program Officer on the Global Programs team. As part of a team reporting to the Program Director, the Program Officer will play a critical role in creating and implementing a strategic vision for an assigned portfolio of projects across the globe. Thematic topics of the portfolio consist of digital transformation and the digital economy, digital rights, information integrity, and other timely issues at the intersection of technology, democracy, and markets. Candidates should be enthusiastic about the role the private sector plays in economic development and democratic governance, particularly at the intersection of democracy and technology. As a key CIPE representative, the Program Officer will promote the organization’s mission, cultivate relationships that support CIPE’s efforts, and will work collaboratively across the organization to meet CIPE’s strategic goals.


Responsibilities:


  • Evaluate projects through on-site visits, file reviews, and coordination with independent evaluators where appropriate.  
  • Supervise, develop and manage program staff, including Program Associates, Program Coordinators, field staff, interns and consultants. 
  • Collaborate with multiple CIPE departments to achieve programmatic goals, including Regional teams, Centers of Excellence, Communications, Grants and Finance, Evaluations, and Policy & Program Learning.  
  • Adhere to appropriate CIPE, NED, U.S. Chamber of Commerce, and donor policies and procedures. 
  • Analyze, research, and develop familiarity with thematic issues in the political and economic landscape of selected countries, such as democracy and technology, democratic and market resilience, and private sector’s role in democratic development, identifying opportunities for CIPE programming. 
  • In coordination with Regional staff, including country-office staff, identify potential partner organizations and beneficiaries in country and work with them to design effective democratic and economic-reform programs. 
  • Develop and implement a strategy for accomplishing CIPE’s objectives on the thematic focus area, working as part of a team reporting to the Program Director. 
  • Monitor grantee performance to ensure full compliance with objectives, financial and reporting requirements, and evaluation plans.  
  • Contribute to department communication strategy in cooperation with the Director of Global Programs, and CIPE’s Communications Team. 
  • Design, implement, and manage a portfolio of projects. Project responsibilities have the following dimensions:  
  • Establish and maintain relationships with donor organizations and local partners to identify linkages with CIPE strategies, monitor trends, and assess new funding opportunities.  
  • Serve as CIPE’s representative to promote thematic focus area in democratic market-oriented institutional reforms in developing countries. This will include developing and implementing training programs and facilitating meetings with partners and potential partners. 
  • In coordination with Regional staff, lead and contribute to business development efforts by drafting full proposals narratives, technical sections of proposal narratives, budget inputs, or other thematic documents.
  • Contribute to external communications, including blogs, podcasts, and other publications to advance CIPE’s thought leadership on digital economy and governance.
  • Contribute to an organizational culture of innovation, integrity, and high performance. 
  • In coordination with Regional staff, establish and maintain regular communications with project partners and key stakeholders. 
  • Monitor current events, including political and economic changes, and US priorities for technology policy and assess the impact on ongoing and planned CIPE projects. 
  • Develop project reports, summaries and assessments. 
  • Responsible for the financial management and stewardship of funds, including monitoring project spending, projecting future expenses, approving expenditures, and developing accurate budget for new projects.
  • Develop donor concept papers, proposals, reports and correspondence. 
  • Build technical expertise, translating program experiences into lessons learned for internal and external stakeholders.
  • Facilitate CIPE staff building technical expertise in thematic areas of work through leading staff training and developing resources.


Qualifications: 


  • Excellent organizational, interpersonal, and cross-cultural communication skills
  • Strong financial acumen and ability to develop, manage, and monitor project budgets 
  • Proficiency in MS Office, specifically MS Word, Excel and PowerPoint 
  • Must be willing and able to travel frequently
  • Experience managing projects funded by a variety of US and non-US donors preferred  
  • Excellent English writing, communications, analytical, and presentations skills
  • At least three to six years’ experience showing a proven track record in project, budget, and staff management  
  • Master’s degree, or the equivalent experience, in International Relations, International Business, Economic Development, or Public Policy is preferred 
  • Demonstrated understanding of key digital policy and/or digital rights issues and their impact on political, economic, civic, and business trends  
  • Bachelor’s degree in one the following fields is required: International Relations, International Business, Economic Development, or Public Policy  
  • Detail-oriented and able to handle multiple tasks with limited supervision in a fast-paced, global environment
