Description


The Program Manager is an integral member of the Tisch Cancer Institute. Under the direction of the Executive Director and collaboration with research core offices, the Program Manager (PM) is responsible for the administrative, operational and programmatic oversight of research systems utilized in the Cancer Institute (i.e. OnCore clinical trials management system, electronic regulatory systems, electronic consent systems, clinical trial matching systems, etc.). The PM is responsible for workflow development, mapping and validation, roll-out of new features, modules or functionality and system optimization and system interfaces or integrations. The PM uses analytical skills to produce reliable dashboards, metrics and reports to leadership to aid real-time decision making and facilitate reporting to government agencies. The PM serves as a liaison to the Office of Research Services (ORS), Research Administration Information Technology (RAIT) and other external ancillary departments. The PM is responsible serving as the business representative in institution wide projects (i.e. EMR harmonization) and at national meetings. The PM will instruct and train staff regarding the systems, oversee the helpdesk areas and provide supervision to support staff, as assigned. The PM stays up to date on field trends and clinical research operations.


Responsibilities


  • Responsible for system implementation and optimization for assigned research software/tools. Develops and schedules a program work plan in accordance with specifications and objectives. Oversees daily operations and coordinates program activities through assigned staff; prioritizes and delegates work activities.
  • Organizes and leads internal meetings to facilitate information fluidity, provide oversight and guidance, and ensure cross-functional communication (i.e. inter or intra group meetings, internal meetings, PI meetings, affiliate meetings). Communicates policy and procedure updates and works with the SOP committee to enact necessary changes timely to ensure compliance with institutional, federal and Cancer Institute guidelines or expectations.
  • Assists in writing or editing relevant grant sections (i.e., LAPs, SPORE, CCSG) related to research systems. Tisch Cancer Institute Page 3 of 3
  • Performs other related duties, as appropriate.
  • Successfully partners with administrators, leaders and staff in other departments to coordinate program activities and training; to accomplish program objectives; and to ensure cooperative efforts are enhanced and available resources are utilized. Builds and maintains strong working relationships across the institution, with vendors, among internal subject matter experts (SMEs) and Cancer Institute investigative community.
  • Ensures clinical research systems are consistent with applicable federal regulations (i.e. 21cfrpart11) good clinical practices, and requirements of the Icahn School of Medicine at Mount Sinai, outside sponsors and all federal and/or state regulatory agencies.
  • Develops policies and procedures, job aids and other tools; conducts regular meetings with staff to ensure compliance with established practices and to keep the research community abreast of current standards and policies.
  • Maintains intimate knowledge of the administrative, operational and programmatic intricacies within the Cancer Institute among regulatory affairs, research finance, clinical operations, oversight committees and quality assurance. Documents and diagrams processes and SOPs related to assigned areas and maintains accuracy of documentation as business or technical workflows evolve.
  • May serve on a project team, lead or co-lead special projects or major initiatives in areas of interest.
  • Responsible for the development and delivery of comprehensive training and education content related to the assigned areas. Utilizes various formats and forums to match learner needs (i.e. learning management system/PEAK, intranet, recorded videos, presentations, one-on-one sessions, remediation and coaching, etc.) and participates in new employee orientation on specific topics.
  • Serves as the liaison to industry, vendors, intuitional offices, external departments and the Cancer Institute leadership team. Participates in national group discussions and applicable meetings. Serves on institutional and external committees.
  • Provides direct supervision, teaching, coaching, and mentoring to staff. Supports knowledge acquisition, training, and comments on performance. Works closely and effectively with the direct line manager to ensure program goals prioritized and executed upon.
  • Responsible for data quality, integrity and validation within the research systems. Publicizes research systems and communicates the value of research systems to ensure the research community needs are met as reflected by broad system adoption. Enforces the adherence to the expectations set forth by the Executive Director and Cancer Institute leadership team. Prepares corrective action plans or remediation proposals to bring studies/programs into alignment and good standing.
  • Assists in the evaluation, selection (including RFP, pricing, contracting, etc.) of new systems.
  • Builds a highly competent and reliable team. Takes proactive measures to ensure retention and professional development of staff. Performs various personnel functions such as hiring, performance appraisals, coaching, disciplinary actions, and terminations.
  • Independently implements new or revised program goals, strategies, and objectives to sustain and grow programs and services based on Cancer Institute strategic priorities.
  • Gathers, prepares, and reconciles complex data sets and disparate information. Analyzes and cleans data. Identifies and communicates problem areas or opportunities. Utilizes and facilitates wide adoption of dashboards (i.e. Insights, TriNetX, Leaf, Tableau, etc.). Provides accurate reports management for review, analysis and decision making.
  • Identifies areas for process improvement and recommends/implements viable solutions. Manages assigned projects from start to finish to ensure deliverables are met on time and within budget. Tisch Cancer Institute Page 2 of 3


Qualifications


  • 5 years of experience clinical research experience
  • Strong management and leadership skills
  • Bachelor's Degree; Masters preferred
  • Excellent written and oral communication, customer service and interpersonal skills
  • Exceptional attention to detail and accuracy
  • Clinical research certification, oncology certification or project management certification preferred
  • Proven ability to manage large scale complex projects from concept to implementation and the ability to independently prioritize multiple tasks, projects and assignments.
  • 7 years of related experience
  • Advanced knowledge of clinical research concepts, clinical trial operations, good clinical practices and regulatory compliance
  • Demonstrated creative problem-solving skills ability to navigate through ambiguous situations
  • Excellent analytical and problem solving skills
  • 2 years of experience in research IT systems

The Mount Sinai Health System (MSHS) provides a salary range to comply with the New York City Law on Salary Transparency in Job Advertisements. The salary range for the role is $55450.51 - $131127.18 Annually. Actual salaries depend on a variety of factors, including experience, education, and hospital need. The salary range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits.
