Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
A Program Manager position is available with the CEMML Guam team. The Program Manager (PM) will be responsible for coordinating with, supporting, and overseeing many aspects and responsibilities of the CEMML Guam team and the Cooperative Agreement with the Navy. This is a full-time appointment primarily located on Guam, but the employee will be deployable to other areas within the Joint Region Marianas Area of Responsibility ( JRM AOR ) which includes nearby islands in the US Commonwealth of the Northern Mariana Islands ( CNMI ).
Guam has three major military installations – Naval Base Guam, Andersen Air Force Base, and Marine Corps Base Camp Blaz. Additionally, there are a number of smaller facilities throughout the JRM AOR and CNMI . Each year training exercises are conducted within the JRM AOR where large quantities of military equipment and other materials are transported into Guam and the CNMI . The CEMML Guam team supports our military partners through biosecurity inspections, rapid response actions, early detection surveys, and invasive species control and management.
Due to the sensitive ecological balance of island ecosystems, including the Mariana Islands, CEMML provides support to implement biosecurity measures within JRM AOR to prevent unintentional biological movement and introductions. Foremost among the services provided by CEMML is the provision of a Rapid Response capability in the event a significant biological introduction occurs. Early Detection Surveys are also critical to identify potential introductions. The biosecurity inspections and protocols help ensure that equipment and supplies are clean when they enter and leave the military facilities. Invasive species management includes the ongoing management of established invasive species such as the brown tree snake ( BTS ), the little fire ant ( LFA ), and the coconut rhinoceros beetle ( CRB ). A more recent addition to the program is management support for the cycad aulacaspis scale ( CAS ) that is impacting the native cycads on Tinian island. The Program Manager will play a critical role in the support of these projects and the overall biosecurity mission.
The Program Manager will manage up to 30 employees, develop operational plans, methodologies, and protocols, implement field designs, develop outreach materials, provide necessary trainings, and other duties in compliance with the statement of work. Additionally, the Project Manager will ensure data quality control and management and timely submittal of deliverables.
The Program Manager reports directly to the CEMML Principal Investigator. The Principal Investigator will provide guidance, coordination of reach-back support to the main CEMML office, and establish expectations for office culture. The Program Manager will coordinate closely with the military Cooperative Agreement Technical Representatives (CATRs) and POC’s from various branches of the military when training exercises are underway.
Specific Objectives For The Program Manager
  • Support all program areas, both in the field and office, to provide additional capacity and to ensure operational knowledge of all aspects of the program.
  • Communicate with Team members and project partners efficiently and professionally.
  • Problem solve issues as they arise.
  • Support a diverse team of individuals to facilitate successful completion of program objectives.
  • Schedule meetings and field events for the program.
  • Coordinate with Team members and project partners to achieve program goals.
  • Work in the office to provide consistent and reliable support for the Team.
  • Identify problems or issues, both within the program and externally, in an effort to improve efficiency and effectiveness for the program.
  • Act as an extension of the Principal Investigator to guide the program forward, support the Team, and maintain a unified office culture.

Required Job Qualifications
  • Ability to be deployable among islands to supervise Field Biologists and Technicians at various study/project areas within the JRM AOR , based on work schedule tasks and/or military training events. Primary location of Project Manager shall be on Guam.
  • Ability to obtain any and all local and federal permits required to conduct services.
  • 3+ years should be supervisory experience leading and managing staff schedules and workflows, preferably with a diverse project team.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • 2+ years should be professional experience managing projects and/or programs from start to finish, including leadership, planning, coordination, scheduling, budget development and management, liaising with stakeholders, and ensuring project deliverable timelines are met.
  • Technical writing and editing skills and refined data analytic and interpretation skills.
  • Must have prior experience with invasive species management and/or related natural resources management.
  • B.S./B.A. degree in biological science, natural resource management, or related field+ 5 years related experience or Master’s degree + 2 years of related experience or a PhD.
  • Prior experience establishing and maintaining effective working relationships with internal Team members, external stakeholders, organizations, military personnel and/or other associated individuals.
  • Must be able to work in a culturally diverse office, respect all Team members, and respect the office culture.
  • Must be capable of walking several consecutive miles carrying gear of up to 30 pounds and performing light manual labor in a hot tropical environment, often windy/rainy and on uneven terrain.
  • Must be willing and available to work flexible work hours when needed, including evenings, weekends and holidays.
  • Prior experience in monitoring and developing protocols for the management of native and/or non-native species.
Preferred Job Qualifications
  • Experience working with different units within a university or other large organizational setting, such as Human Relations, Budget, and Information Technology.
  • Experience working with cooperative agreements.
  • Experience with event planning and/or complex scheduling and coordinating staff in a dynamic, fast-paced environment.
  • In depth knowledge/experience with Microsoft Office suite (MS Word, Excel, Outlook, Teams), Adobe Acrobat Professional, ArcGIS Pro or similar applications and mapping programs, and experience using GIS / GNSS equipment.
  • 3+ years project/program management experience, working with >$1M budgets.
  • Familiar with Project Management software applications (such as MS Project, Smartsheet, Asana, Basecamp) to develop project timelines, assign tasks, and monitor progress.
  • Experience and familiarity working with active-duty military units or in the military environment or other highly structured organization.
  • Prior experience managing interpersonal conflicts within a Team.
  • Familiar with DoD/Navy environmental, biosecurity, and safety regulations.
  • Experience working in Guam/ CNMI , Pacific islands or other island ecosystems.
  • A Master’s degree, or higher, in biological sciences, natural resources management, or similar related fields.
