Description of Work Unit


CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. LOCATION : This position is duty stationed on the island of Guam, supporting Joint Region Marianas. Guam is a self-governing territory of the United States located 3,300 miles west of Hawaii and 1,500 miles east of the Philippines. Guam averages 86 degrees (F) year-round with a multitude of activities, including diving and snorkeling at


Tumon Bay Marine Park, sky diving, beautiful hiking trails; as well as three shopping malls and four movie theaters. Joint Region Marianas ( JRM ) was established in 2009 as the U.S. Navy and U.S. Air Force on Guam combined headquarters. The Department of the Navy manages thousands of known terrestrial (and submerged) cultural resources on Guam and within the JRM AOR , including Chamorro (prehistoric), Spanish-era, and World War II era historic properties retaining a high degree of historical integrity.


Position Summary


An Archaeologist will be duty stationed on Guam to provide on-site technical support and assistance to the Joint Region Marianas ( JRM ) Cultural Resources Manager ( CRM ) for activities related to Programmatic Agreements between the Commander, Joint Region Marianas and the Guam State Historic Preservation Officer, including research and assessment of potential impacts to cultural resources within the JRM Area of Responsibility ( AOR ). In fulfillment of this objective, the Archaeologist will conduct quarterly impact assessments, literature searches and data gathering, archaeological inventory surveys, archaeological testing, National Register of Historic Places ( NRHP ) evaluations, data recovery, monitoring, and support annual meetings with stakeholders. This position requires excellent interpersonal skills, collaboration, flexibility, and diplomacy. The successful incumbent will provide cultural resource inventory and evaluation technical support, review and assessment of impacts on archaeological sites and historic properties, and coordinate with project proponents and managers. Relocation expenses are available; conditions apply.


Required Job Qualifications


  • Have a thorough understanding of most standard computer programs.
  • Bachelor’s degree in anthropology, archaeology, or closely related field.
  • Professional expertise in the National Register of Historic Places Evaluation Criteria for determining eligibility for listing as outlined in 36CFR 60.4.
  • Previous work experience in a highly structured, hierarchical workplace with a well-defined chain of command.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • Proficient in archaeological research, including research design, mitigation plans, fieldwork, analysis, and report and site form preparation.
  • Must be physically able to hike and carry equipment weighing up to twenty-five (25) pounds. Long periods of standing, walking over rough, uneven surfaces, recurring bending, stooping, lifting, reaching, digging, or similar activities are expected.
  • Minimum of three (3) years of post-graduate professional archeological work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional archeology.


Preferred Job Qualifications
  • Highly qualified candidates will demonstrate expertise and knowledge working with U.S. federal historic preservation laws and regulations that govern cultural resource management, especially the National Historic Preservation Act ( NHPA ) Section 106 and Section 110.
  • Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial.
  • Excellent written communication and organizational skills and the ability to work with a wide range of data and meet deadlines.
  • Meet the Secretary of Interior’s professional qualification standards in Archaeology (36 CFR part 61). Experience conducting Phase I and II field surveys.
  • Working knowledge of cultural resource applications of Geographic Information Systems ( GIS ) and Global Positioning Systems ( GPS ) technology.
  • Ability to act with diplomacy and discretion at all organizational levels with excellent judgment, adaptability, interpersonal, and communication skills is highly desirable.
  • Familiarity with agreement documents such as Programmatic Agreements (PA) and/or Memorandum of Agreements ( MOA ).
  • Previous archeological field experience in the Pacific region, particularly the Mariana Islands, is highly desirable.
  • Experience authoring reports and other documentation for state and local level review.

  • Resources Manager ( CRM ) and as related to Programmatic Agreements
  • Position requires physical exertion to operate equipment and carry supplies and materials long distances over uneven terrain. Long periods of standing, walking over rough uneven surfaces, recurring bending, stooping, lifting, reaching, digging, or similar activities are expected.
  • Operates tools and equipment commonly used in cultural resource management, which may include but is not limited to, hand tools, radios, transits, total stations, global navigation satellite system ( GNSS ) receivers, ground penetrating radar, metal detectors, weed and brush cutters, and 4×4 trucks.
  • Assist in cultural resources management actions as specified by the JRM Cultural
  • Maintains accountability for conservation supplies and equipment.
  • Conduct field investigations involving archaeological survey, National Register site testing, and data recovery of prehistoric and historic archaeological sites.
  • Responsible for care and maintenance of field equipment.
  • Conduct quarterly impact assessments, archaeological inventory and survey, archaeological testing, NRHP Eligibility evaluations, and data recoveries prior to military training activities, construction projects, and military land management activities (if required).
  • Conduct relevant literature searches and consult primary/secondary research materials to improve understanding of local prehistory and history in regional context,
