Job Description

Responsible for the coordinated management of multiple related projects, exclusively for the Data & Analytics (D&A) division. The Program Manager will support all teams within the D&A and will drive multiple projects, across the teams within the division and supports enterprise-wide intake demand requests. Works with constituent Project Managers (for the execution of their project and its impact on the program) to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program. Takes programs from original concept through final implementation. Generally responsible for determining and coordinating the sharing of resources among their constituent projects to the overall benefit of the program. Responsible for stakeholder management. Interfaces with all areas affected by the program including end users, distributors, and vendors. Ensures adherence to quality standards and reviews program deliverables. Work with members of the executive team to set the overall strategy and objectives for a group of projects and to communicate the status of the program. Dependent upon solution delivery approach, manages program according to standard Project Management Office methodologies. Will serve as Program Manager and Scrum Master for the D&A division.
SKILLS
  • Identifies process improvements to the Project Management Life Cycle (PMLC) processes and methodologies used within GEHA.
  • Adheres and participates in the monitoring of quality assurance and project management guidelines.
  • Develops and delivers program status reports. Determines the frequency and content of project status reports from the project team, analyze results, and troubleshoot problem areas.
  • Works with management to establish budgets, priorities, ensure project teams have the resources they need and work closely with Project Managers to track progress.
  • Manages multiple related projects (a program) and large sized high priority projects. Assists in determining program solution. May partner with Vendor Management office for buy vs. build options, hosting options and RFI/RFP processes when necessary.
  • Communicate the strategy to the project managers and ensure that individual project goals align with the program strategy.
  • Project team lead for multiple projects within the program and Project Management Life Cycle (PMLC)
  • Report to Senior Executives on the progress of the individual projects and the overall program.
  • Develops and maintains all business relationships vital to the success of the program.
  • Align deliverables of the projects with the organization’s overall strategic goals.
  • Manage program change control, decisions, risks, issues, assumptions and mitigation planning.

Qualifications
  • Requires a Bachelor's degree or a related discipline. (Experience may be considered in lieu of formal education.)
  • PROSCI Change Management experience is a plus.
  • Requires working knowledge of database architecture, data warehousing architecture and batch operations.
  • Requires knowledge of IT security best practices and IT audit experience.
  • Must be adept at financial management to administer budgets across multiple projects and ensure the program meets its requirements for return on investment.
  • PMP certification preferred.
  • Requires working knowledge of application development technologies, as well as client-server, web, and cloud-based architectures.
  • Requires experience with data analytics, reporting and data management projects
  • Requires eight years of project management experience, plus three years of program management experience, working with cross-functional teams and staff of all levels.
  • Additional years of relevant work experience may be considered in lieu of formal education.
  • Requires knowledge of agile methodology and scrum framework.
  • Requires effective verbal, written and interpersonal skills and the ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Requires strong leadership skills to coordinate and motivate project teams.
  • Requires experience with project management methodologies (e.g., PMBOK).
  • Requires proficiency of Microsoft Word, Excel, Project, Visio, SharePoint, MS Teams.

The annual base salary range for this position is $109,373 - $153,227 USD.
