Career Center / Sacramento Valley College Corps
University Enterprises, Inc. (UEI) at Sacramento State is seeking a Program Director for Career Center/Sacramento Valley College Corps. Sacramento State is among the selected 45 campuses statewide for the inaugural #CaliforniansForAll College Corps program. Sacramento State, UC Davis, Sacramento City College, and Woodland Community College form the regional Sacramento Valley College Corps (SVCC). Led by the California Volunteers, Office of the Governor, the #CaliforniansForAll College Corps initiative has three goals: engage college students in meaningful service to build leadership and civic responsibility; promote academic success and economic well-being with students from diverse backgrounds; and to support the work of community-based organizations in key local priorities: K-12 Education, Climate Action, Food Insecurity.
RATE OF PAY: $5,374 - $7,957 per month

CONDITIONS OF EMPLOYMENT: This is a full-time, exempt from overtime, benefited position with a defined contribution retirement plan through TIAA. (The position is not covered under the California Public Employees’ Retirement System.) Continued employment in this position is dependent upon funding and the mutual consent of University Enterprises and the employee, and either University Enterprises or the employee, can, at any time, terminate the employment relationship at will, with or without cause. Program continuation is contingent upon funding.
The selected candidate must furnish proof of eligibility to work in the United States. University Enterprises, Inc. is not a sponsoring agency (i.e. H-1B Visa).
Sacramento State requires all campus employees, including auxiliary employees, to be fully vaccinated, including a booster, against COVID-19 unless they have a qualifying exemption.
Minimum Qualifications
  • Excellent written and oral communication skills including excellent command of English language including grammar, spelling, and punctuation.
  • Experience using computer applications including email, spreadsheets, word processing, and video conferencing software such as the programs in the Microsoft Office Suite.
  • Experience in personnel management, staff development, and managing staff and student issues.
  • Must be fingerprinted and pass a background check. Must continue to meet the established standards.
  • Experience leading a Federal- or State-funded program, such as AmeriCorps, or experience as a senior staff person in such a program.
  • Demonstrated understanding of short and long-range planning, including financial management/controls, budgeting, fiscal accountability, and use of new technologies and resources to make effective decisions.
  • Must be legally eligible to drive in California, complete and pass an online training course, maintain a good driving record, and be acceptable for vehicle insurance coverage under the University Enterprises insurance plan. Must continue to meet the established driving standards, driving record will be monitored with the California Department of Motor Vehicles to ensure compliance.
  • Experience working with service-learning, internship, volunteer, or student employment program.
  • Demonstrated experience in coordinating programs. Demonstrated knowledge of the methods and problems in organization and program management.
  • Master’s Degree in Education, Behavioral or Social Sciences, Business Administration, or related field, or equivalent combination of education and/or work experience.
  • Ability to communicate with and work effectively and cooperatively within the department and with all levels of community partners, grant representatives, students, staff, and faculty while maintaining a professional demeanor and exercising tact and good judgment.
  • Demonstrated skill to work independently with little direction and coordinate many different tasks, determining the importance of each, set deadlines, and complete projects accordingly.
  • Demonstrated experience directing, organizing, and overseeing administration of a program including staff supervision, fiscal responsibility for budget preparation/financial planning, and managing program requirements.
  • Demonstrated experience interpreting policy, implementing advanced planning techniques, establishing performance measures, and utilizing tools/technology for program effectiveness. Demonstrated ability to gather and analyze information, draw valid conclusions, and make appropriate recommendations.
Preferred Qualifications
  • Experience working with college students, especially in a program that serves Pell-eligible, URM, undocumented, and first-gen students.
  • Three (3) years of experience in progressive supervisory and management responsibility.
  • Experience working in higher education academic affairs, student affairs, or community-engagement programs.
  • Experience navigating complex grants and contracts review, grant budgeting, report management, and approval processes.
  • Experience with donor relations, fund development, and/or grant writing.
Physical Requirements

WORKING CONDITIONS
Work is performed in a hybrid office environment and remote work environment; continuous contact with staff, students, campus community, and occasional travel to consortium partner sites, community host sites, and event or service sites. Occasional weekend and evening work is also required.
Duties And Responsibilities
The Sacramento Valley College Corps (SVCC) is a partnership of UC Davis (as lead fiscal agent), Sacramento State, Sacramento City College, and Woodland Community College to implement the California Volunteers College Corps program in the Sacramento Valley Region. The SVCC Program Director at Sacramento State implements program strategies, manages program staff, and manages program operations for a cohort of 100+ student fellows. The SVCC Program Director initiates and implements strategies to improve and maximize fellow recruitment, enrollment, onboarding, retention, and successful program completion and benefits. The position also manages program expense and budget management; communications outreach; and interdepartmental, consortium, and external relationship management. The program is administered through the Sacramento State Career Center. The position reports directly to the Hornet Campus SVCC Project Director and Principal Investigator. The position directly supervises the Administrative Coordinator-Operations & Personnel, Administrative Analyst-Data & Communications, and two Fellow Advisor & Coordinators. The Program Director may also supervise student assistants, supervise part-time and contractual staff, and facilitate agreements with intercampus partners in Financial Aid, Academic Affairs, or other departments.
The Specific Duties And Responsibilities Are As Follows
  • In consultation with Project Director and Principal Investigator, advances and sets strategy aimed at strengthening service delivery models; facilitating continued innovation and evaluation; advancing diversity, inclusiveness, and equity; increasing capacity; strengthening infrastructure; and ensuring sustainability. Updates Project Director and Principal Investigator on program and grant activities.
  • Facilitates and manages working relationships with external colleagues involved in the execution of program operations, such as student living allowance and education award distribution (UC Davis, Financial Aid, Bursar); information security, technology, and background checks (Enrollment; Information Resources Technology, Student Affairs Marketing); course offering (Academic Affairs); career development (Career Center and Dreamer Resource Center); grant account management and contracts (University Enterprises, UC Davis); and fellow placement, data-sharing, and reporting (UC Davis, Sacramento City College & Woodland Community College).
  • Leads program decision-making in the face of complex realities and in response to internal and external change; examines qualitative and quantitative data to inform continuous program improvement.
  • Manages staff in use of university systems and tools (e.g., CMS, Qualtrics) and Cal Volunteers tools (e.g., America Learns, eGrants) to manage program documents and processes; provides staff training development opportunities to use these tools and develop user manuals and guidelines.
  • Facilitates effective collaboration, coordination, and cooperation among staff, between staff and campus partners, between staff and student fellows, between staff and consortium partners, and between staff and community partners.
  • Manages and provides direct supervision of team staff (Administrative Coordinator-Operations & Personnel, Administrative Analyst-Data & Communications, Fellow Advisor & Coordinators, and Student Assistants) ; coaches, and develops staff members so they thrive in their roles and advance program goals; convenes reoccurring one-on-one and group meetings; and completes required staff performance review process.
  • Assists faculty course instructor with identification and recruitment of speakers and workshop activities.
  • Performs other duties as assigned by the Project Director or Principal Investigator to ensure the success of the program and its participants.
  • Drafts and updates program budget narrative and spreadsheets; oversees compliance with grant budget parameters.
  • Provides program direction, intercampus-partnership facilitation, and inter-consortium collaboration to implement 1) program operations and personnel management; 2) fellow recruitment, onboarding, retention, and program completion; 3) program expense and budget management; 4) communications outreach; and 5) interdepartmental, consortium, and external relationship management.
  • Travels for university business, and occasionally travels to community host sites or partner campuses.
  • Coordinates and negotiates contracts, payments, and work arrangements for Faculty and other campus partners/personnel.
  • Drivesthe evolution and execution of organizational and programmatic strategy; advances and sets strategy aimed at strengthening service delivery models; facilitates continued innovation and evaluation; advances diversity, inclusiveness, and equity; increases capacity; strengthens infrastructure; and facilitates sustainability.
  • Serves as the primary contact for Sacramento State in the SVCC Consortium, contributes to the directives of consortium activities, and attends weekly consortium meetings as well as others as needed.
  • Represents the Sacramento State SVCC Program in California Volunteers College Corps Program Director meetings and CSU-wide Program Director Meetings.
  • Manages staff in the creation of events, presentations, and publicationsto facilitate fellow retention and development, strengthen community relations, and showcase program successes.
  • Facilitates strategies for increasing community partner service opportunities and engagement.
  • Prioritizes, integrates, and promotes diversity, equity, inclusion, and belonging in every aspect of the program in alignment with Sacramento State Career Center’s values and the Anchor University community.
