The City of Bend has an exciting opportunity for one (1), regular full-time Planning Technician I or II in the Planning Division of the Community and Economic Development Department. This opportunity is an hourly, non-exempt (overtime eligible) position and is represented by the City of Bend Employee Association (COBEA).

Summary: Positions assigned to this classification perform technical and clerical tasks and provide customer service support of the Community and Economic Development Department by applying specialized knowledge related to urban planning and zoning regulations to provide information to customers; process applications and permits; review plans; conduct research and compile information; assist the public in gaining compliance and cooperation with city codes; and perform related duties as assigned. All positions in this series will provide customer assistance at the permit counter.
Distinguishing Characteristics: This is a flexibly staffed series; placements to the Planning Division may be made at any level within the series, based on the employee's qualifications, with management approval. Incumbents hired as a Planning Technician I may be promoted to level II upon demonstration of the required competencies for the Planning Technician II classification, subject to management approval.
Supervision Exercised and Received: Supervision of others is not a responsibility assigned to this classification.
The Planning Technician I (trainee) is the trainee/entry level class in the series. Incumbents receive training to perform routine supportive and technical tasks such as basic permit/application review and issuance and clerical support tasks. Completed work is reviewed for accuracy and compliance with instructions.
The Planning Technician II is the journey level class in the series. Incumbents perform standard to moderately difficult tasks to support planning activities. Assignments may include review of residential plot plans and simple Type I residential planning applications. Completed work is reviewed for accuracy and compliance with instructions.

It is the responsibility of all City of Bend employees to:

- Provide training and assistance to other city staff as workload and staffing levels dictate.
- Perform other duties of a similar nature or level within the Community and Economic Development Department.
PLANNING TECHNICIAN I (trainee)
- Assists in and learns to coordinate with internal and external contacts in the facilitation of the permitting and plan review process.
- Assists in and learns to calculate a variety of charges and fees such as application and permit fees.
- Assists in and learns to research, interpret, and obtain information from various databases, plans, and maps relating to land use such as easements and rights of way.
- Assists in and learns to serve as point of contact for elevated customer service issues, including customer interface with Departmental software issues. Assists in and learns to perform research as required and provides customers with explanation/interpretation consistent with codes, policies, standards, fees, and procedures.
- Assists in and learns to review a variety of residential building plans for conformance with applicable regulations and standards.
- Assists in and learns to create, update, and maintain various databases, recordkeeping systems, and maps for projects.
- Assists in and learns to read a variety of plans and maps including virtual, blueprints/plans, topographic maps, plat maps, and taxation/assessment maps. Assists in and learns to use as-built plans to determine location of public utilities and facilities such as water and sewer lines.
- Assists in and learns to process and monitor performance bonds.
- Assists in and learns to respond to customer and public inquiries. Assists in and learns to explain and interpret codes, policies, standards, fees, and procedures; and generate and transmit requested reports.
- Assists in and learns to perform a variety of administrative support activities in support of the division such as preparation and dissemination of public notices; preparation and dissemination of committee/commission agendas and minutes; calendaring and scheduling; maintenance of assigned division webpages; preparation and setup for meetings; packet assembly; processing of administrative mailings; data entry; and word processing.
PLANNING TECHNICIAN II
- Responds to customer and public inquiries. Explains and interprets codes, policies, standards, fees, and procedures; and generates and transmits requested reports. Refers customers to other staff/resources as appropriate.
- Coordinates with internal and external contacts in the facilitation of the registration, permitting, and plan review process.
- Calculates a variety of charges and fees such as registration, application, and permit fees.
- May review simple Type I residential applications.
- Creates, updates, and maintains various databases, recordkeeping systems, and maps for projects and prepares reports.
- Performs a variety of clerical activities in support of the division such as preparation and dissemination of public notices; preparation and dissemination of committee/commission agendas and minutes; calendaring and scheduling; maintenance of assigned division webpages; preparation and setup for meetings; packet assembly; processing of administrative mailings; data entry; and word processing.
- Serves as point of contact for elevated customer service issues, including system issues. Performs research as required and provides customers with explanation/interpretation consistent with codes, policies, standards, fees, and procedures.
- Reads a variety of plans and maps including blueprints/plans, topographic maps, plat maps, and taxation/assessment maps. Utilizes as-built plans to determine location of public utilities and facilities such as water and sewer lines.
- Reviews a variety of residential building plans for conformance with applicable regulations including basic engineering and planning standards.
- Processes and monitors performance bonds.
- Researches, interprets, and obtains information from various databases, plans, and maps relating to land use such as easements and rights of way.
PLANNING TECHNICIAN I (trainee)

- High School Diploma or equivalent (G.E.D); AND
- Notary Public commission may be required.
- At least six months of customer service experience; OR
PLANNING TECHNICIAN II
(In addition to the Tech I)
Knowledge of:
- Basic city code, policies, and procedures;
- Basic construction, engineering, and urban planning principles;
- City geography.
- Reviewing plans and documents for compliance with applicable standards and guidelines;
- Resolving routine and procedural problems;
- Understanding and applying code standards relevant to assigned work;
- Written and oral communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
- Applying algebraic and geometric principles in performance of assigned work;
- Reading and interpreting maps, plot plans, and building plans;
- Calculating permit fees;
- Notary Public commission may be required.
- High School Diploma or equivalent (G.E.D); AND
- One year of directly related Planning Technician experience; OR
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- One year of customer service experience; AND
Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.
Manual dexterity and coordination are required over 50% of the work period while operating equipment such as computers and standard office equipment. Requires the ability to move materials weighing up to 5 pounds on a regular basis such as files, books, office equipment, etc.; may infrequently require moving materials up to 25 pounds; and rarely over 25 pounds.

This is an employer-funded account designed to reimburse employees for IRS-qualified medical expenses. Reimbursements are tax-free, and any unused HRA Comp-A fund amounts at the end of the plan year are transferred to the employee’s VEBA account following first full year of employment (see below for VEBA account information). Coinsurance (Med-G) funding remaining at plan year end is forfeited and does not roll to the VEBA.

First Stop Health - Telemedicine: The City of Bend provides First Stop Health (FSH) telemedicine benefits for FREE to all medical-enrolled employees and up to seven (7) of their immediate family members.
$1,500 calendar year benefit maximum per covered individual includes $1,000 one-time orthodontia benefit.
Full-time employees currently pay 10% of the total composite monthly premium. Part-time benefit-eligible employee premiums are pro-rated according to their regularly scheduled work hours (50% for employees working 20-29 hours per week; 75% for those working 30-39 hours per week).

Individual employee account that receives tax-free rollover amounts from the City-funded HRA Comp-A account remaining at the end of each plan year. Participation in the City of Bend's Flexible Spending Plan is voluntary and allows employees to pay for IRS-approved health care-related expenses and dependent care through pre-tax payroll deduction.
Group Basic Term Life Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a coverage amount of one times the employees annual salary, to a maximum benefit of $150,000, with a minimum benefit of $50,000. Coverage includes person accidentcoverage for loss of life and/or limb, per scheduled benefit package amounts.
Group Long-term Disability Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a a benefit of up to 66.67% of employee’s covered earnings to a maximum of $9,000 per month.
Voluntary Life and AD&D: Active, full time employees of the City of Bend regularly working a minimum of 20 hours per week are elgibile for additional voluntary coverage for the employee, spouse/domestic partner and dependent children.
