Job Description
SOS International, LLC (SOSi) is seeking an Operations Manager in San Diego, CA. The Operations Manager (OM) is a senior role reporting to the Program Manager working very closely with the customer (government and prime contractor), Operations, Quality, Finance, and other Corporate and Business Unit level functional staffs to develop and integrate capabilities in support of a large US Border Patrol (USBP) contract. The OM serves as the leader in the design and development, deployment, operations support, and sustainment of USBP customer solutions at the respective location/work site as directed by the Program Manager. The OM also serves as the SOSi Site Lead for team personnel administration and operations support responsibilities.


In conjunction with the Program Manager (PM), the OM combines deep understanding of USBP operations, organization and technology to enable the development and deployment of an operational solution that incorporates systems of (1) Organizational Structure and Rhythm (or, Cadence); (2) Decision Making, Reports and integrated Communications; (3) Business Processes, Procedures, Protocols and Standards; (4) Automated Workflow; (5) People and Work Teams; and (6) Technologies, Tools and Reports.


  • Support the Program in developing and deploying program capabilities and applications that contribute to the achievement of business, program, and contract objectives
  • Requires periods of non-traditional hours including consecutive nights or weekends when necessary
  • Approximate amount of travel time for the position is 10%
  • Experience working in a Government Contractor environment
  • Conduct analysis and provide reports with recommendations for all assigned work functions, activities, processes and organizational departments
  • Expert knowledge, understanding and experience with the USBP Centralized Processing Center (CPC) operations and Processing Coordinator and Shift Supervisor roles and responsibilities
  • Associate degree; Bachelor’s Degree desirable
  • Strong customer relationship and management experience and competencies
  • Plan, coordinate and implement initiatives and projects as assigned by the Program Manager (both the SOSi PM and the prime contractor’s PM, as applicable); coordinate priority continuous improvement, optimization and innovation initiatives as directed
  • Facilitate workflow of the Program across Recruit, Hire, Vet (e.g., CBP SSBI/SF-86 process), Onboard, Train, Employ, and Retain processes, procedures and protocols; develop supporting user manuals and assist in overall documentation of key initiatives
  • Assist with the development of systems, processes and tools to enhance program performance
  • Willingness to work in a “hands-on” role, multi-task, adapt to shifting priorities, and work extended hours to include weekends (if required) in a high-energy, deadline-oriented workplace
  • Strong computer skills (Microsoft Office, Word, Outlook, PowerPoint, and Office Software)
  • Perform administrative tasks as required to achieve assigned duties and responsibilities
  • Work is on-site at one of multiple USBP Sector / Station locations along the US southern border
  • Must be high-energy, flexible, work well with teams, and able to find creative solutions
  • Ability to coordinate directly 24/7 with local US Border Patrol Sector/Station management to facilitate successful transition, execution, and sustainment of program operations and activities
  • Coordinate directly with Corporate, Business Unit, and Customer support functions to ensure the program staff have access to tools and applications to perform their assigned tasks
  • Provide critical People, Process, Technology, and Content solutions in support of USBP Centralized Processing Center (CPC) operations as directed and coordinated with the Program Manager and the local (e.g., Sector, Station, etc.) USBP customer
  • Minimum of six years managerial experience
  • Minimum of ten years of Operations, Operations Support, Systems Design and/or Capabilities Development and Integration experience with US Border Patrol

SOS International LLC (SOSi) is seeking a Network Administrator/Circuit Actions Technician to join our team in Joint Base Pearl Harbor Hickam, Honolulu, Hawaii. The Mission Partner Environment – Engineering Services (MPE-ES) team based out of Honolulu, Hawaii creates, manages and supports IT solutions for USINDOPACOM, its mission and its 5,000+ customers throughout the Pacific theater. Our team solves challenging technical problems that enable USINDOPACOM to realize critical and time sensitive C2 strategies.


Serves as a Network Administrator specializing in circuits coordination for MPE-ES. Responsible for management and review of circuit orders and activities related to Local Area Networks (LAN), Base-Area Networks (BAN) and Wide-Area Networks (WAN) including Moves, Adds, Changes (MAC), upgrades and deactivations. Interacts with associated external entities within the MPE-ES Area-of-Responsibility (AOR). Assists with MPE-ES IT transport solutions delivery involving coordination of efforts with MPE-ES Engineering, Project Management, Systems Operations, Network Operations, and the Enterprise Service Desk (ESD). Reviews requirements and service requests via the MPE-ES ticketing system and directs change management and ticket updates to meet service orders or troubleshooting efforts in accordance with MPE-ES change control processes.


  • Prior CSfC experience and/or previous knowledge in securing and encrypting network communications.
  • Familiar with operating in classified environments and associated data-classification/protection.
  • Prior experience with DISA Trouble Management System (TMS) and processes.
  • Assists with network assessment, analysis, and solution development to include List of Materials (LOM), proposals and related supporting documents (e.g., solution diagrams, implementation timelines, etc.)
  • Manages projects and assigned tasks, including engagements with internal and external parties (e.g., DISA, OEM, Vendors) where applicable. Coordinates efforts with Building Facilities, Physical Security and related non-terrestrial connectivity (e.g., wireless, SATCOM etc.) as needed.
  • Fast paced, deadline-oriented environment.
  • Evaluates new services, technologies, software, tools, and devices that may improve MPE-ES abilities to proactively monitor performance and remediate concerns.
  • Maintains circuits/transports inventory. Acts as a point of incident escalation and coverage, especially those concerning Base-Area Network (BAN) or Wide-Area Network (WAN) circuit issues. Monitors overall network health, and troubleshoots network performance issues (e.g., Quality of Service/QOS, packet loss.) Manages notification, correction, and response.
  • Coordinates internal and external resources relevant to communications requirements and initiatives.
  • DoD 8570 IAT-I compliant (A+ CE, CCNA-Security, CND, Network+ CE, or SSCP)
  • Team-player. Detail-oriented. Able to communicate effectively, verbally and in writing.
  • Assess and documents work processes and propose recommendations that would improve MPE-ES work efficiencies. Validates SOPs and TTPs associated with current knowledge of relevant technologies. Regularly collects and summarizes pertinent MPE-ES circuit accomplishments, issues, and concerns.
  • Reviews network plans. Ensures plans meet requirements for effective, efficient and secure data transport within time-to-deliver. Performs Network Configuration and Change Management (NCCM).
  • Ensures compliance of custody and ownership of Government equipment and related components.
  • Working conditions are normal for an office environment.
  • An Active in-scope SECRET clearance.
  • Prior Help Desk/software experience (e.g., Jira, Remedy, ServiceNow).
  • 5+ years of experience in enterprise IT service center operations and network engineering involving complex classified Department of Defense (DoD) environments and mandatory security controls (e.g., STIGs).
  • Oversees all LAN/BAN/WAN communications and circuit requests (e.g., voice, video and data) associated with wired and wireless transports via Government and Commercial service providers.
  • Prior experience with Telecommunications Service Orders (TSO) and Telecommunications Service Requests (TSR) management including long-haul communications, line testing and circuit acceptance.
  • Acts as the focal Point of Contact (POC) for DISA. Regularly reviews unclassified and classified DISA notifications/Authorized Service Interruptions (ASI’s) for applicability and impacts to MPE-ES and Customers. Notifies applicable parties of service outages and resulting business effects.
  • Able to follow instructions and work both independently and in a (distributed) team environment.
  • Prior experience with DISA StoreFront (e.g., Implementation Requests (IR) for Request Fulfillment (RF), order modifications, circuit information retrieval and support.)
  • Familiar with layer-1 transport fundamentals (e.g., Ethernet, copper, fiber), IP networking (e.g., subnetting, port assignments) and associated network services (e.g., DNS, DHCP and Unified Communications/UC VoIP, Call Manager, dVTC).
  • DoD 8570 IAT-II compliant (CCNA, GICSP, GSEC, Security+ CE, SCCP)
  • Able to support 24/7 operations (including support to exercises), when necessary.
  • Relevant IT Certification (e.g., Cisco, Citrix, Dell, HP, ITIL, Microsoft, Nutanix, Palo Alto, VMware)
  • Awareness or experience in ITIL framework and ITIL best practices.
  • Familiarity with supporting Department of Defense (DoD) transport services (e.g., secure network environments utilizing firewalls, encryption/SSL, network separation, VLANs, tunnels, TACLANES etc.)
  • Well-versed in Department of Defense (DoD) protocols, procedures, and regulations.
  • Comprehensive knowledge of the principles, methods, and techniques used in IT solutions assessment, implementation, administration, troubleshooting and support.
  • Experienced with installation and support of Cisco, Juniper and/or Brocade network devices.
