Primary Purpose
Responsible for providing administrative leadership and oversight, including during off-shift hours and is a liaison during critical situations. Promotes safe, quality care by applying professional knowledge, judgment, and problem-solving skills within state, federal and Parkland policies, procedures, protocols and guidelines.

Minimum Specifications
Education
  • Must have Bachelor's Degree in Nursing.
  • Master's Degree preferred.

Experience
  • Six years of professional nursing experience to include two years of management experience.

Equivalent Education and/or Experience

Certification/Registration/Licensure
  • Military Training Network
  • American Red Cross
  • Must have current healthcare provider BLS for Healthcare Providers certification from one of the following: American Heart Association American Red Cross Military Training Network
  • Must have current Advanced Life Support (ALS) or Advanced Cardiac Life Support (ACLS) certification on hire or within 90 days for nurse residents and nurse interns. Certification must be from one of the following:
    • American Heart Association
    • American Red Cross
    • Military Training Network
  • American Heart Association
  • Must have current RN license or valid temporary permit with the Texas Board of Nursing or valid Compact RN license
Required Tests for Placement Skills or Special Abilities
  • Must demonstrate advanced knowledge of assigned department operations including policies,
  • Provides care to assigned patient population in accordance with the current State of Texas Nurse Practice Act, established protocols, multidisciplinary plan of care, and clinical area specific standards.
  • Must be capable of serving as a clinical resource for staff.

Responsibilities
  • First point of contact for in-house emergencies of both a clinical & facilities nature. Coordinates response involving disaster coordination, codes, security, media, legal or ethical considerations that may arise in the absence of onsite executive leadership. Assists BAM (Bed Access Management) as requested with red status events. Transparent communication with Administrator on Call (AOC) related to AOC policy. Escalates to Division Vice President within 30 minutes or less if no AOC response. Escalates media calls to Corporate Communications and is prepared to become Incident Commander during off hours until AOC or other leadership arrive.
  • Assists with all employee issues where discipline is needed, when leadership unavailable. Completes required documentation for Suspension, Safe Harbor, and ensures follow through with appropriate management in conjunction with primary leadership & OTM direction.
  • Responsible for the completion of chain of custody for any equipment related adverse occurrences and sequestration of such equipment.
  • Have oversight during off hours of blood borne pathogen exposure protocol; and injury on duty and follow up with lab results and Occupation Health and the delivery of prophylaxis medications.
  • Serves as unit crisis, first responder
  • Initiates investigation for probable cause narcotic discrepancies/diversion. Notifies drug diversion officer, OTM & primary leader. Completes drug screening and places employee on investigative suspension and notify necessary senior leadership.
  • Attends the Daily Executive Safety Huddle and takes ownership for coordinating the resolution of any same date operational or patient safety related issues. Reports resolution of issues as appropriate. Responsible for leading Saturday Huddles and any emergent huddles are conducted virtually and are facilitated by the NAO.
  • Provides oversight of Staffing Specialists to promote safe staffing. Focuses on Patient Safety by providing patient, physician and staff support while applying professional knowledge and judgment.
  • Performs Unit Rounding ensuring all units get at least one visit. Reviews high-risk safety patients with Charge Nurse. Rounds on all patients with constant observation sitters to evaluate need and potential cohorting. Greets all newly admitted patients in patient‘s room during the shift of duty if possible.
  • Assists patients, staff, and physicians to resolve complaints/grievances. Serves as a liaison and resource for all staff to promote positive patient experience. Escalates to Nurse Manager, Director, and Division Vice President when appropriate and documents event status and/or resolution.
  • Responsible during off-shifts, weekends, and holidays encompasses on-site administrative decision-making involving all departments in which issues arise requiring administrative direction /support. The NAO will involve leadership from specific departments when appropriate and available.
  • Responsible for after-hours Release of Information protocol for continuum of care, working directly with HIM (Health Information Management).
  • During evenings, nights, major holidays and weekends, the on-site designated senior administrative officer for the hospital is the NAO.
  • Functions as department leader after hours and weekends when primary leadership team is off duty. Liaises closely with primary leadership when both parties present.
  • Is the first point of contact for questions regarding patient care and administrative operations, emergency problems, or facility issues.
