Organizational Setting
As part of the FAO Sub-Regional Office for the Caribbean and under TCP/STL/3901: Promoting competitive import substitution and export agricultural value chains in St. Lucia, the project coordinator will support efforts to strengthen the competitiveness of high potential value chains using a market system approach to catalyse systemic changes through partnerships with farmers, public and private sector actors, and financial institutions.
The National Project Coordinator will be part of the FAO Value Chain team, with support from a range of FAO experts, and her/his primary role will be to coordinate, facilitate and manage project activities on the ground. This work will include organisation of events, liaison with Government and private sector actors, facilitating training and capacity building work and collection and analysis of agricultural data. The National Project Coordinator will be responsible for day-to-day management of the project in the country with close technical and coordination support from officers and consultants in FAO sub-regional office in Barbados.
Reporting Lines
Under the overall guidance of the FAO Sub-Regional Office for the Caribbean, and the technical supervision of the FAO SLC Trade and Markets Office, the National Project Coordinator will provide administrative, organisational, and technical support to FAO’s Value Chain Development and Agribusiness project in St. Lucia.
Technical Focus
The incumbent will provide administrative, organisational, and technical support to FAO’s Value Chain Development and Agribusiness project in St. Lucia.
Tasks and responsibilities
Specific responsibilities include, but are not limited to:
- Support the review of the national value chain development processes established under the project;
- Prepare project reports of progress and briefs as required;
- Prepare and update project work plans and budgets as required;
- Assist the FAO communications team with coordinating the inputs and organisation of communications materials;
- Develop a framework to map and align FAO-funded and non-FAO funded projects in the country towards building FAO’s comparative advantage, successful practices, lessons learnt;
- Support the coordination of the logistics for in-country and virtual working sessions including workshops, assessments and consultations;
- Support the coordination to ensure timely and quality implementation of overall project components and ensuring appropriate linkages among the components;
- Support the development and review of national level value chain monitoring and evaluation frameworks;
- Develop stakeholder mapping of relevant public and private stakeholders;
- Support the FAO project team to coordinate the delivery and stakeholder participation (country ownership) in project activities;
Technical Tasks and responsibilities in close collaboration with FAO SLC technical team:
- Coordinate activities related to agricultural land management and land bank, including support to data collection, stakeholder consultations and legal analyses as required;
- Undertake agricultural data and information collection and analysis including cost of production and market information;
- Collate data from stakeholder interviews as part of value chain assessments;
- Provide technical support to project activities including technical reports and other outputs as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- At least 5 years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, project coordination, and stakeholders’ engagement.
- University degree in relevant discipline preferably, economics, agribusiness, agricultural or livestock studies, rural development, business administration, public administration, or other relevant discipline.
- Working knowledge (level C) of English.

Technical/Functional Skills
- Working experience in agriculture and rural development fields, particularly with value chains and land tenure, in St. Lucia.
- Experience working with international or donor organizations on implementation of participatory projects.
- Extent and relevance of experience in the coordination of projects particularly in the livestock sector.
- Good interpersonal skills with experience in collaborating with partners and stakeholders in St. Lucia at all levels (Ministries, private sector, NGOs, and local community-based organizations).
- Extensive experience in coordination at national levels.
