This Jefferson County Sheriff's Department position receives an additional 7% pay differential above the pay rates listed below.
Basic Police DPSST Certification pay range: $30.93 - $39.28/hour
Intermediate Police DPSST Certification range: $39.49 - $42.23/hour
Advanced Police DPSST Certification range: $41.06 - $43.92/hour

A Deputy Sheriff assigned to the narcotics detective (CODE) position is a sworn police officer as defined by ORS and the Department of Public Safety Standards and Training (DPSST).

The individual to be considered for this position must be able to pass a rigorous background investigation. They must have a minimum of (5) five years as a Certified Law Enforcement Officer and maintain DPSST certification. A narcotics detective investigates and apprehends persons suspected of illegal sale or use of narcotics. Their goal is to catch these criminals and convict them of their crimes and ensure that the community is kept safe.

Distinguishing Characteristics

A Deputy Sheriff/ narcotics detective works under the direct supervision of the Patrol Sergeant and the Sheriff. The deputy assigned to this position will be the Jefferson County Sheriff’s Office representative for the Central Oregon Drug Enforcement (CODE) team. In addition to the functions, duties and responsibilities of a Patrol Deputy, the CODE detective shall be highly motivated and proactive in investigative functions related to drug offenses, including unlawful delivery, manufacture and possession of marijuana, high-level drug trafficking organizations, money laundering, fraud and other crimes.

Essential Duties

  • Able to efficiently and effectively work with others while also able to work independently.
  • Maintains surveillance over persons or property in order to gather evidence.
  • Prepares and presents evidence in court, searches for and apprehends violators.
  • Obtains and prepares statements from the accused and witnesses.
  • Conducts detailed and thorough investigations of criminal offenses such as: unlawful delivery, manufacture, and possession of marijuana, high-level drug trafficking organizations, money laundering, burglaries, robberies, embezzlements, frauds, grand larcenies, larcenies, homicides, suicides, assaults, rapes, forgeries, and other crimes.
  • Be thoroughly familiar with the County, including the routes of bus lines, the location of streets, public buildings and points of interest, courts, transportation offices and depots, highways, and boundaries thereof and the County; the boundaries of and location of City, County and State institutions, as will enable him/her to render intelligent and helpful information and assistance.
  • The ability to learn how to operate technologically advanced equipment for investigative purposes.
  • Able to provide credible testimony in any judicial hearings, must not have a record of untruthfulness, bias, or commission of crimes.
  • Ability to work within a multi-agency task force and be flexible while working cases.
  • Makes a thorough search of crime scene for evidence or clues, gathers and protects evidence.
  • The ability to properly work with confidential informants and handle sensitive information.
  • Possess excellent interpersonal and communicative skills and work within and maintain a cooperative and effective working relationship with other Sheriff’s Office employees.
  • Possess excellent verbal, written and arithmetic skills necessary to effectively and efficiently complete required report writing and deliver accurate testimony in a cogent fashion.
  • He/she shall be constantly alert and keep vigilant watch for fires and offenses against persons, property, and the public peace.
  • Prepares clear, concise, and technically accurate handwritten, typed or oral reports.
  • To preserve the public peace; to protect life and property; to prevent crime; to arrest violators of the law and the proper enforcement of all the laws and ordinances and accomplish that end intelligently and effectively.
  • The ability to research, prepare and serve search warrants primarily involving narcotics.

Qualifications

Requirements at this level include knowledge of the principles and techniques of investigation; of state and federal laws pertaining to controlled dangerous substances; of laws, court decisions, and rules pertaining to search and seizure, invasion of privacy, arrest, and rules of evidence; of the scope, applications, and interpretation of laws and regulations relating to investigating records, reports, and other documents; of laws and regulations relating to investigating, interviewing, and interrogating witnesses, suspects, and informants; and of firearm safety practices.

Knowledge and Skills:
Must have a working knowledge of federal/state/county criminal laws and ordinances. Must possess excellent verbal, written, and arithmetic skills.

As a condition of employment for the Jefferson County Sheriff's Office, employees must meet and maintain the work performance standards set forth in the job description and possess the skills, certifications, education, and other requirements set forth in the Sheriff's Policy and Procedure Manual, the Jefferson County Personnel Policies and Procedure Manual and any other applicable collective bargaining agreement.

Abilities:
  • Drive patrol vehicle.
  • Possess and exercise the ability to meet and deal with the public in an effective and courteous manner.
  • Use a variety of modern electronic equipment, including laptop or portable computers, handheld GPS, digital cameras, e-mail, and voice mail.
  • Will be required, on occasion, to attend training and meetings away from the normal duty station. Training will require out-of-town (and County) travel and overnight(s) stays.
  • Develop skill in the use and care of a variety of firearms and related mechanical and electrical equipment; must have the ability to develop skill in the use and care of Sheriff Department Patrol vehicles.
  • Be familiar with and able to use a variety of specialty software, including Sheriff Department proprietary report writing software, Microsoft Word and Microsoft Excel.
  • Use a computer workstation to write various reports and letters.
Physical Abilities:
  • Must be 21 years old.
  • Speech and auditory abilities sufficient to carry on conversations and project voice among large crowds
  • Sufficient hand/eye coordination to operate a computer keyboard and recognize words and numbers
  • Abilities as prescribed by the Board of Public Safety Standards and Training
  • Free of any physical, emotional, or mental condition that may affect job performance
  • Subdue resistive or combative individual
  • Ambulatory ability to walk, climb, run, and carry or move inanimate objects up to 60 pounds
  • Requires sufficient hand/eye coordination to operate sheriff equipment, weapons, and apparatus
Education and Experience: Minimum of a High School Diploma (Associate or bachelor’s degree in criminal justice or similar discipline preferred) and demonstrate considerable reasoning skill. Must have a minimum of (5) five years as a Certified Law Enforcement Officer.

Licenses/Certificates/Background:
  • Honorable discharge from the military
  • Free from the conviction of a crime other than a minor traffic violation
  • Current Basic, Intermediate, or Advanced DPSST certification as a police officer or ability to obtain basic certification within one year of hire.
  • Valid Oregon driver's license
  • Position requires comprehensive post-offer physical, psychological, criminal, and background check
Working Conditions: Work is performed indoors and outdoors. Much of the shift is spent driving patrol vehicles. Work is physical in nature and requires the ability to de-escalate and/or detain potentially violent and intoxicated individuals.

Probationary Conditions: This position is based on the successful completion of a twelve-month probationary period.
