Job Description
Position Purpose


The Code Enforcement Manager manages, oversees, and directs the code enforcement activities ensuring accuracy, accountability, and efficiency in enforcement actions; develops plans and directives, manages quality and accuracy in reporting, and ensures excellent inspection, code enforcement, and customer service.


Code Compliance Services (Boarding Homes)


  • Liaison with various community providers to include neighboring hospitals to promote, collaborate, and develop a continuum of care for boarding home residents.
  • Provides oversight of licensed caseworker activities to ensure accurate documentation, monitoring, and treatment plans for resident care based on current evidence-based research.
Code Compliance Services (Manager – Training): The Manager - Training manages, oversees, directs, and leads in the development of structure, systems, training, and processes to foster the growth of the department’s employees, managers, and executive talent. The Manager – Training develops, manages, and coordinates evaluation tools, methodologies, processes, and programs to facilitate in building and developing employees, management, and executive leaders across all facets of the organization. The Manager – Training Coordinates and plans succession planning and mentorship programs for the department. The Manager – Training manages the City of Dallas Code Compliance Academy and plans, directs, and coordinates all activities to ensure Code Compliance employees obtain the knowledge to apply and enforce City of Dallas Codes, both in the classroom and the field. The Manager – Training consults with management and HR Partners to identify performance, organizational, and leadership development needs.


Code Compliance Services (Manager - Field Services): Supervisory/management experience for a large municipality is preferred. Essential Functions


1 Manages, oversees, and monitors department daily operations and activities; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; monitors code enforcement officer compliance with various regulations.


2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; ensures accountability and transparency in City code related matters and follow up.


3 Assists in the development, preparation, management, and implementation of the division's budget; reviews budget submissions, provides sound recommendations, and handles various requests from City Council, City Manager's Office, and other management; determines contract dollars to be spent, vendor payments, and other billing activities impacting the budget.


4 Performs, directs, and participates in code compliance and enforcement activities and projects as assigned; oversees the code compliance documents and operating budget; performs audits of inspections and complies with other Auditor's requests when needed.


5 Provides training and ensures all code enforcement personnel are properly certified and up to date on all current trends an developments in code compliance and enforcement.


6 Serves as the acting official departmental representative to other City departments, City Manager's Office, elected officials, and outside agencies; explains, justifies, and defends department activities, policies, and reporting; negotiates and resolves sensitive, significant, and controversial issues or financial discrepancies.


7 Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.


8 Performs any and all other work as needed or assigned.


Education


Minimum Qualifications


  • Bachelor's degree in a business, public administration, management, or social science field.
EXPERIENCE:


  • Four (4) years of experience interpreting and/or enforcing city, county, state, or federal codes.
AND
  • Budget administration
  • Promoting public/private partnerships
  • Two (2) years of supervisory/project management experience involving at least two (2) of the following areas (supervisory/project management experience may be included in the required experience above):
  • Organizational structure
  • Facilitating public meetings
  • Analyzing statistical data
  • Developing programs
  • Organizing neighborhood/community groups
  • Training field operations and implementation
EQUIVALENCY:


  • An associate's degree in any field plus six (6) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experienced requirements.
  • High school diploma or GED plus eight (8) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
  • A bachelor's degree or higher in a non-specified field plus six (6) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
  • A master's degree or higher in a specified field plus two (2) years of the required experience including two (2) years of the stated supervisory/project management experience will meet the education and experience requirements.
LICENSE(S) and/or CERTIFICATION(S):


  • Must have or be able to obtain certification as a Registered Code Enforcement Officer within twelve (12) months of appointment.
  • Valid and current driver's license with good driving record.
PREFERENCE(S):


  • Clinical supervisory experience formulating psychosocial assessments and helping individuals with various disorders with proven success in leading cognitive and behavioral therapy.
  • A member of a local or national mental health organization is a plus.
  • English/Spanish bi-lingual skills are a plus.
  • Experience working closely with interdisciplinary treatment teams to ensure accurate documentation and monitoring of case work/social work goals, interventions, and next level care for boarding home residents.
