Job Description
SUMMARY: Under general supervision of the Building Official, performs code enforcement work. Work involves investigating observed alleged violations, monitoring conditions and records for compliance, seeking voluntary compliance, and otherwise initiating enforcement action.
EXAMPLES OF ESSENTIAL DUTIES: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. The job description does not constitute an employment agreement and is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
  • Receives and investigates reports, observes any alleged violations of State and Local Code and Ordinances; discusses matters with complainants; contacts the property owner; makes on-site inspections.
  • Establishes and maintains a monitoring system throughout the city for assigned code enforcement cases.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Frequently contacts and corresponds with federal, state, and local officials, public agencies, community and civic groups, city departments and other individuals and organizations.
  • Conducts proactive property inspections; issues notices to inform citizens of violations and how to reach compliance; responds to citizen inquiries regarding violations; investigates complaints.
  • Conducts onsite inspections for new residential construction as needed.
  • Performs other duties as required.
  • Travels to construction sites, meetings, conferences, and training.
  • Coordinates nuisance abatement for weeds and grass violations; schedules maintenance; handles payables and receivables for associated costs; organizes nuisance abatement for abandoned structures; schedules demolition crews; coordinates vendor payment and billing of the property owner.
  • Issues City code citations for non-compliance as needed; tracks all violations; prepares court case files; appears and testifies in court when summoned.
  • This position is considered Essential Personnel during a natural or manmade disaster and/or a catastrophic event. This position may be required to provide services or perform duties for the benefit of the public and the continuity of City operations. These may include services or duties different from those performed in the usual course and scope of this position.
  • Works with staff and their respective direct supervisors to develop ways to improve operations.
  • Determines if violations exist and initiates the process of correction or compliance; discusses needed corrections with individuals found in violation and sets up a timeline for compliance.
  • Prepares and presents information to City Council, City Boards, neighborhood and civic groups, and community members about the Code Enforcement Program.
  • Reviews residential submitted plans for code compliance and erosion control; confirms all required forms are submitted; approves documents as appropriate.
  • Pursues direct enforcement and voluntary compliance when appropriate and as needed.
  • Documents all action taken on complaint reports and worksheets; enters complaint report information into monitoring system.
  • Makes recommendations regarding and assists in issuing notices of violation.
  • Ascertains property ownership information using County appraisal district websites, compiles data for monthly and annual reports.
Minimum Qualifications
Education, Training and Experience Guidelines:
High school diploma or equivalent; AND two (2) years of code enforcement or inspection experience; OR an equivalent combination of education, training, and experience.
Knowledge Of
  • Principles, practices, and methods of code enforcement.
  • State and Federal laws, standards, and regulations related to residential and commercial buildings.
  • City ordinances and building codes.
  • Department policies and procedures.
Skill In
  • Communicating clearly, both orally and in writing.
  • Conflict negotiation and problem-solving.
  • Establishing and maintaining effective working relationships.
  • Reading and interpreting plans, codes, and ordinances.
  • Managing multiple cases and projects simultaneously.
License And Certification Requirements
  • ICC Plans Examiner certification, preferred.
  • Valid State driver's license.
  • Texas State Code Enforcement Officer certification, required.
  • ICC Property Maintenance Code certification, preferred.
Physical Demands And Working Environment
Work is performed in a standard office environment and at various inspection sites. May be exposed to some unsafe structures. Requires safety procedures to be followed, including the use of personal protective equipment. Employee may also be exposed to conditions and hazards associated with construction sites and stormwater facilities including potentially hazardous materials, equipment, fumes, or vapors. Employee must be able to safely inspect stormwater facilities including manholes, catch basins, storm drain pipes, etc., and may also require walking on rough terrain and climbing inclines at work sites.
