Position Information


This is a newly created position and one vacancy exists within the City Clerk's Office.


Salary placement upon hire: Employees may expect to be placed on the salary range between steps A - F; however, additional steps may be considered based on prior education and experience.


Union: This position is covered by the United Public Employees of California (UPEC) labor group.



DEFINITION


Under general direction, provide highly professional and technical support services for the City's public information systems and platforms using visual, audio and digital communication techniques, including graphic design and layout, website development and design, video production, and technical research, and promotional purposes; performs related duties as required.


SUPERVISION RECEIVED AND EXERCISED


Works under the general direction of the City Clerk or his/her designee.


CLASS CHARACTERISTICS


The Multi-Media Production Specialist is a journey-level video production position. The incumbent performing the full range of video, audio, media, and broadcast production specialist assignments. Incumbents at this level can perform technical production duties, including video, audio, media, and broadcast productions, developing, and recording scripts, shooting videos, and editing productions and are required to be fully trained in all procedures related to the assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative.

  • Utilizes multiple diagnostic methods to isolate problems on systems or applications; troubleshoots and identifies outages and failures; coordinates resolution.
  • Stays abreast of new trends and innovations in the production operations and services; researches emerging products and enhancements and their applicability to the City's needs; makes recommendations considering budget, installation, training, and operational perspectives; learns and applies emerging technologies.
  • Performs production tasks such as, selecting site for shooting, checking site for power availability and accessibility, determining lighting requirements, transporting equipment to site, and setting up props.
  • Maintains the City's webcasting service, which includes developing content for online streaming video and the technical maintenance/configuration of the webcasting servers and related components.
  • Supervises and directs remote and studio productions; coordinates crew and talent for video productions; coordinates set-up, lighting, audio, and video equipment for television production.
  • Performs all technical aspects of airing virtual, hybrid (in-person/virtual), and in-person City Council and Commission meetings and other City meetings and events, including postproduction duties.
  • Ensures timely and accurate recording of agenda and other reports; ensures that recordings are aired at the correct time.
  • Maintains broadcast standards, orderly records, and files for the videotape library.
  • Designs and produces graphics for video production, including capture images from live video or stills, and develops graphics.
  • Operates video cameras, determines shot composition and adjusts equipment for panning, zooming and focusing on subjects; operates audio equipment, monitors microphone sound levels during production and makes adjustments to ensure voice quality.
  • Performs assigned research projects regarding programming and public service announcements for broadcasting.
  • Schedules programming to be shown on government and public access channels.
  • Administers the City’s website social media and other public information systems and oversees the content and formatting of all postings for both internal and external web pages; advise users on style and content and recommends changes to content submitted by department users.
  • Performs advanced, specialized work in support of the City’s technology programs as they relate to operations of Council and Commission meetings and other City meetings and events, including but not limited to, system and network hardware and software.
  • Reviews and edits raw video footage; makes final version for review. Performs routine maintenance and troubleshooting on all video, audio and computer equipment used in the production studio.
PHYSICAL DEMANDS:


Perform some physical work requiring moderate strength in order to set up a facility such as setting up chairs, audio, video and computer equipment, and/or transport video equipment weighing up to 50 pounds; bending, stretching, reaching, twisting, kneeling, squatting, walking on uneven and slippery surfaces, and ascending and descending stairs; walking, standing and sitting for extended periods of time; working mainly in a small dark recording studio and occasionally outside; ability to see well enough to read documents and view monitors and video equipment for extended periods of time; the ability to hear and distinguish various sounds; ability to speak well enough to be understood over the telephone and in-person; and hand and finger dexterity sufficient to operate small buttons and dials on video equipment for extended periods of time. Attend to Council meetings, board and commission meetings and other public meetings that typically occur on week day evenings.


ENVIRONMENTAL CONDITIONS


Work is performed in both indoor and outdoor environmental conditions. Indoors provides protection from weather conditions, but not necessarily from temperature changes. No effective protection from weather in outdoor assignments. Requires working periodic nights, weekends, holidays, and special events.


Qualifications


Knowledge of:


  • Video editing techniques including single and multi-source recording.
  • Correct English usage, including spelling, grammar, and punctuation.
  • Principles and techniques of television and video production, engineering, equipment, digital video/audio systems, and various formats.
  • Cable television broadcast standards, FCC broadcast regulations and cable rules.
  • Methods and techniques of integrating technology programs across multiple platforms.
  • Principles, techniques, and methods of public information, outreach, and community relations.
  • Principles, practices, methods, and techniques of troubleshooting, diagnosing, and resolving hardware, software, network, and telecommunication system issues.
  • Techniques for providing a high level of customer service by effectively working with the public, vendors, employees, and others.
  • Standard industrial-quality television equipment and cameras necessary to broadcasting on a government channel.
Ability to:


  • Utilize standard office equipment including computers and related software applications.
  • Edit raw footage without a script.
  • Review situations accurately and determine an appropriate course of action using judgement according to established policies and procedures.
  • Operate and maintain audio, video, computer, and related electronic equipment.
  • Create a complete, coherent program from unscripted footage.
  • Respond and perform assigned duties in the event of a City-declared emergency.
  • Develop ideas from conceptualization to visual presentation.
  • Coordinate resources to develop and produce quality videos.
  • Adjust and synchronize video equipment.
  • Communicate clearly and concisely, both orally and in writing.
  • Respond to requests and inquiries from the public.
  • Set up television production equipment for both studio and remote site usage.
  • Understand and follow oral and written instructions.
  • Oversee the maintenance of assigned information technology systems.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Perform installation, configuration, administration, and maintenance of technology systems hardware and software in in support of the assigned program areas.
  • Operate television cameras and lighting controls.
  • Perform a variety of public outreach and community relations activities for the City.
  • Learn and understand public access standards and cable television franchise.
Education and Experience:


Education


Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


Coursework related to video production, video editing, and computer technology is preferred; an Associate's degree in a related topic is desirable.


Experience: One year of experience with audio/visual equipment related to live television broadcasting, production, and technology support is desirable. Experience in video editing and production software is required.


Licenses And Certifications


  • Graphic Design Certificate highly desirable.
  • Possession of a valid California Class C driver's license in compliance with adopted City driving standards;
