The Stars Data Analytics - Data Strategy team is building a core capability around data management, governance and use to support Optum Home & Community STARs business objectives and performance. Stars Data Analytics focuses on Optum at Home (OAH), Senior Community Care (SCC), House Calls, and Post-Acute programs for internal team members and external business partners.
The Senior Data Analyst function will work across the enterprise and build systems/processes to curate key data sources to populate a data warehouse or utilize as a near real-time data asset. You will help shape the development of reliable, documented, governed data assets that best suites current and future data needs of the Stars team and business partners. The position will collaborate with the Data Strategy team and partners to understand requirements and develop routines/procedures to timely and accurately bring data into our data warehouse. You will become a SME (Subject Matter Expert) for the data assets from procurement to enrichment to end user support.

Primary Responsibilities:
- Data migration: Support data movement between data environments applying systems / business rules as required
- Data management and privacy: ensure compliance with regulatory and business requirements
- Evaluate data and reports for accuracy and validity; ensure that reporting meets customer requirements / regulations
- Engagement in design, development, production, maintenance and archiving of reporting and data needs to support the Stars and Quality Programs
- Report development: develop and maintain report logic, establish processes and control systems to meet prioritized goals and objectives in a timely manner, such as:
- Support analysis of complex data for trending and patterns; recognize significance of findings and identify improvement opportunities; participate in making program and process recommendations
- Report automation: Develop and maintain automation processes as required to enhance / support business needs
- Act as a subject matter expert, consultant and resource for team and others; develop processes and tools, and teach/ support/ facilitate use of data by other team members
- Work with others, including internal and external business, to interpret, develop & document report specifications, provide data-driven direction / guidance for Stars and clinical quality improvement
- This role is self-directed: proactively identifies and seeks out resources and information; adapts to changing environment & requirements; accountable for deliverables
- Control charting: Develop and monitor quality processes to ensure transaction data is within expected boundaries
- Part D Medication Adherence reporting: SAS program which utilizes member enrollment data, medical claims, pharmacy claims and PQA requirements to determine member and contract level medication adherence rates

Required Qualifications:
- 3+ years SAS development experience (ex: managing multiple library connections, data manipulation in arrays, PROC SQL)
- Familiarity with HEDIS/Part D/Stars and/or other health care quality metrics
- 3+ years of experience with database and report development, use and maintenance, report distribution and storage (ex: Microsoft SQL Server Reporting Services (SSIS/SSRS))
- 2+ years of Tableau and Power BI Report Building. (Dev , Solution, Test , Publish)
- 3+ years SQL development experience (ex: SQL procedures, multi-table joins, grouping)
- Unix/Putty Mainframe scripting experience
- Experience in business software: Excel, Visio, etc.
- Teradata, Python experience
Preferred Qualifications:
- Experience with medical and pharmacy claims data
- Understanding of mid-level statistical and regression analysis
- Demonstrated ability to work in a fast paced, ever changing, regulated, and complex organization
- Experience working with cloud-based data (DWaaS, Snowflake, unstructured data) or similar
- Proven exceptional communication skills: able to understand IT concepts and associate these concepts to business needs
- Bachelor's degree
- Experience with EMR systems and data
