Medicaid Program Advisor 1269/1271

The Bureau of Adult Special Populations, in the NYS Department of Health, strives to support people with mental illness, substance use disorder, intellectual or developmental disabilities, and physical disabilities to achieve maximum health, independence, and quality of life. Working closely with the Office of Mental Health (OMH), the Office of Addiction Services and Supports (OASAS), and the Office for People with Developmental Disabilities (OPWDD), the Bureau cultivates excellence in collaboration, program development, special projects, and policy knowledge and implementation.
As a central goal, the Bureau seeks to improve access to integrated care. Integrated healthcare is an approach characterized by a high degree of collaboration and communication among physical and behavioral health professionals. Ideally, an individual with co-occurring physical and behavioral health needs would be able to get care for both at a single site where the different clinicians collaborate to meet the needs of the whole person.
The Bureau is seeking a passionate Medicaid Program Advisor to support the team in its mission and goals. Specific responsibilities include:
  • Works with Program Manager to collect and analyze healthcare system data and performance measures.
  • Works with the Bureau Director and Program Manager to plan, develop, implement and monitor aspects of an interagency workgroup aimed at improving access to integrated care for Medicaid enrollees who have co-occurring physical and behavioral health needs.
  • Completes other tasks and projects in support of the Bureau’s mission and ongoing work
  • Develops reports for all stakeholders on workgroup activities, findings, goals, and objectives.
  • Develops, coordinates, facilitates, and participates in workgroup meetings of representatives from various State agencies, providers, and other stakeholders.
  • Conducts interviews with integrated care providers and Medicaid Managed Care Organizations (MMCOs) to determine the roadblocks to providing integrated care.
  • Provides technical assistance to providers, advocates, and government agencies.
  • Assists team lead in the analysis and understanding of cross-agency physical and behavioral health programs, policies, legislation, and initiatives within New York and across the country that impact Medicaid populations.
  • Works independently as well as part of a team. Prepares for and participates in internal and external meetings
  • Develops expertise on integrated care models, regulations, billing processes, payment methodologies and concerns, providers, and populations.
  • Thinks critically and expansively about different models and methods for employing an integrated approach to clinical care, care management, peer services, and other practices.

Qualifications:
Minimum Qualifications:
  • Bachelors Degree
  • 8 years of experience
Preferred Qualifications:
  • Strong writing and communication skills.
  • Ability to absorb large amounts of information and gain expertise on complex topics.
  • Skilled at multi-faceted project management.
  • Passion for serving vulnerable populations, especially those with substance use disorders, mental health and/or physical health issues.
  • Experience with researching complex regulations, healthcare models, and healthcare billing systems.
  • Experience facilitating large meetings and engaging with high-level stakeholders and/or public speaking.
  • Experience with Medicaid or public policy, providers, or programs.
  • Comfort with being creative, collaborative, and taking initiative; willingness to share opinions, and ideas; willingness to communicate opposing viewpoints in a professional manner.
  • Experience with thinking critically about data and data analysis.


  • Employees must follow established work schedules. The usual work schedule is 40 hours per week, Monday through Friday. Normal work hours are 8:00 a.m. to 4:30 p.m. unless otherwise specified by the supervisor, this includes a half hour unpaid lunch break. Total work hours must equal 40 hours per week.

Compensation:
Compensation for roles at Staffing Solutions Organization LLC (SSO) varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, SSO provides the following reasonable range of compensation for this role: $68,600-$86,000. In addition, SSO provides a range of benefits for this role.
