BASIC FUNCTION AND RESPONSIBILITY:
The Department & Clinical Manager is accountable for achieving the desired School of Medicine’s missions and vision of teaching, research and patient-care. This leadership position has the responsibility for helping the School of Medicine and MU Health Care achieve its mission of advancing the health of all people, especially Missourians. In addition to an understanding of academic research, a broad scope of knowledge with understanding of clinical practice management and medical school training programs is required. As a leader of the School of Medicine, this position is expected to unceasingly lead the development of a culture that is driven by the core values of working together to care, deliver, innovate and serve.

CHARACTERISTIC DUTIES and RESPONSIBILITIES:
The Department & Clinical Manager is responsible for developing and directing the long-range strategic business plan with the Chair. This includes preparation of business analyses, program expansions, implementation plans for new programs, the design and implementation of changes to existing programs. Facilitate faculty recruiting to include development of funds flow documents, coordinating of recruitment efforts and development of offer letters.

FINANCIAL RESPONSIBILITIES:
Manages and monitors the department budget and works collaboratively with SOM and department fiscal management of financial resources (e.g., clinical revenue, state funds, grants and contracts, and gift accounts) for the department, including financial planning, budgeting and accounting functions of the academic and the medical service units. Establishes financial management policies within the department and ensures compliance with the policies and procedures of the Department, SOM and University. Coordinates and/or prepares regular financial reporting which is provided to the Department Chair and Principle Investigators. Work with support personnel to prepare grant and budget proposals; assist with grant renewals and anticipate renewal dates. Provides post-award financial planning and reporting. Must be able to meet budget deadlines. Ensure that the accounting of expenses are appropriate and recorded in the correct accounts. Oversee and monitor the contracts that the department has with its outside entities.

HUMAN RESOURCES MANAGEMENT:
In partnership with the HR Consultants, oversees departmental human resources function regarding structure, employment, compensation review, promotions, disciplinary actions and terminations. Counsel employees and supervisors to resolve employee relation issues, initiate and follow through with progressive disciplinary actions when appropriate. Interview, select and evaluate the performance of the staff that directly report to the Manager. Ensures that all required compliance of department is completed in a timely manner in accordance with MUHC and University policies. Oversee the payroll of the department making sure employees get paid appropriately to include the calculation of Incentive payments. Direct and indirect supervision is exercised over all support staff within the department and for faculty HR and payroll activities. Develop staffing plans to support the mission of the department.

CLINICAL OVERSIGHT:
Develop policies and processes to assure that all clinical services and procedures are billed in a timely manner. Analyze charge capture, denial reasons, and reimbursement patterns. Work collaboratively with University Physicians to improve processes and to provide feedback and education to physicians, residents, fellows, mid-level providers, and staff on billing processes and practices to ensure compliance with federal, state, UP policies. Evaluate the department’s incentive practice plans to ensure they appropriate reward clinical productivity. Review and monitor provide productivity reports. Evaluate and oversee preparation of reports for Department Chair and Providers. Analyze and recommend action concerning clinical productivity. Work collaboratively with MUHC clinical leadership; Provide input to clinic oversight.


SPACE AND FACILITIES ADMINISTRATION:
Works collaboratively with Associate Dean of Administration to prepare space and provides for maintenance of facilities.

Salary

Salary Range: $90,251 - $147,285

Grade: PAT - 012

Minimum Qualifications

Requires a Bachelor’s degree, preferably in a health or business related field.

Requires at least five or more years experience within a health care setting of which the incumbent has a minimum of one year supervisory experience is required.

Preferred Qualifications

Master’s degree in Business, Healthcare Administration or related area is preferred.

Experience with finance, and performance improvement strongly preferred.
