Job Description
Position Purpose


Manager -Courts (Operations)


This position oversees weekly reporting of docket settings and ensures cases are updated correctly and timely; ensures that cases are reviewed for compliance. Also responsible for jury duty, jury summons and subpoenas and oversees the court room clerks.


Essential Functions


1 Manages, oversees, and monitors personnel within the Municipal Court, supports jury services, and ensures appropriate law enforcement are present; delegates authority and responsibility for assigned tasks to subordinates; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures; coordinates and facilitates proceedings and operations at City Court facilities and other municipal buildings.


2 Establishes short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; provides direction for personnel, clerks, and other administrative staff delivering services to the Municipal Court.


3 Assists in the development, preparation, management, and implementation of the department budget; reviews budget submissions, analyzes data analytics, and provides sound recommendations; handles various requests from City Council, City Manager's Office, and other management.


4 Coordinates law enforcement agencies, jails or other detention facilities, magistrates, courts, prosecuting attorneys, correctional facilities, central state depositories of criminal records, and Central federal depositories of criminal records; ensures confidentiality of information and the destruction of files or other records according to statue timeframes.


5 Provides training, professional development, and performance evaluation for all staff supporting events; maintains historical case flow for evaluation and performance feedback.


6 Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations; maintains control of master docket for all courts, prepares weekly and monthly dockets, and manages all court logistics; audits files, operations, and procedures.


7 Gives advice, counsel, instruction, and identifies routine training needs for staff; oversees handling of Jury Service Unit and ensures all staff perform work to the best of their ability.


8 Performs any and all other work as needed or assigned.


Education


Minimum Qualifications


  • Bachelor’s degree in any field


Experience
  • Court Systems Operations Management
  • Four (4) years of progressive experience in any of the following:
  • Program Management
  • Financial / Budget Management
  • Performance Management


AND


  • Two (2) years of staff supervisory responsibilities (This experience may be included in the required experience listed above.)


Equivalencies


  • High school diploma or GED plus eight (8) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.
  • A master's degree or higher in any field plus two (2) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.
  • An associate degree in any field plus six (6) years of the required experience including two (2) years of staff supervisory responsibilities will meet the education and experience requirements.
