Mid-Manager position
IMMEDIATE SUPERVISOR: Deputy Executive Director
STATUS: Permanent Full time (35h/week)
PLACE OF WORK: Telework (in Quebec) – with occasional travelling to Nunavik
STARTING DATE: September 2023
The Ungava Tulattavik Health Center is located in Kuujjuaq and offers the whole health and social services in the eastern part of Nunavik. Serving seven Inuit communities with an equal number of CLSC, a center for the elderly and the hospital in Kuujjuaq, it employs approximately 1,000 employees: administrators, professionals, doctors, dentists, psychologists, nurses, social workers, support staff, etc.
Nunavik communities are located north of the 55th parallel where a subarctic climate prevails. It implies the existence of permafrost allowing no agriculture. Nunavik is the largest region covering about a third of the total area of Quebec. No road link exists between the communities of Nunavik and southern Quebec, and between Nunavik communities themselves. We have access to the region and its communities by air travel and by boat.
FUNCTIONS: Under the authority of the Deputy Executive Director, the advisor will be responsible for working in close collaboration with the various communities on the Ungava Coast and in the South (Montreal metropolitan area). This position, with its wide-ranging responsibilities, provides a cross-cutting role of support and advice in partnership. All the responsibilities assumed allow intervention in several spheres of activity and, above all, control of numerous levers, thus facilitating the management of change and the achievement of desired results.
The advisor participates in the definition of strategic orientations and actions with regard to the cultural safety process within the establishment. He maintains links with partners involved in safety on the territory (e.g. MSSS, emergency plans with municipalities, occupational health and safety, civil security, infection prevention and control, as well as all of the establishment's clinical departments). He is responsible for developing and implementing an action plan to offer services and programs that meet the principles of cultural safety, through the programs and services.
He plays an advisory role to the living units in its territory to support their performance and the achievement of set targets. He supports continuous improvement processes in integrated quality management. He promotes best practices with a view to ensuring the cultural safety of care and services.
He ensures that promotion, prevention, analysis and solution-seeking activities are carried out on an ongoing basis, with the aim of ensuring user safety and continuous improvement in the quality of care and services. He bases his management on ethical concepts and the principles of quality, safety, risk management, efficiency and effectiveness conveyed by the organization, and acts as a leader in this area among partners.
He supports all the directions and managers in improving access, integration and efficiency of care and services to users by deploying a culture of continuous improvement in quality and safety, and adopting best practices.
Qualifications
Bachelor's degree in a discipline relevant to the job
Master's degree in relevant discipline (an asset);
Good knowledge of the Aboriginal cultural safety approach
Significant experience in a management position
Member in good standing of a professional order (asset)
Very good knowledge and understanding of the health and social services sector, its administration and legal framework
Partnership management;
User partnership at the heart of actions;
Good understanding of management structures and the need to adapt communication to the appropriate strategic level;
Knowledge of continuous improvement processes in integrated quality management;
Good communication skills in a highly political context;
