Jira Align Analyst Administrator

LTS is looking for a Portfolio JIRA/Jira Advanced Roadmaps/JIRA Align Analyst to join our Delivery Operations team to support a project with the Department of Veterans Affairs (VA). You will blend your knowledge of agile with a passion for solving problems and supporting tools as part of the Agile Tools & Standards team. The objective of this role is to lead administration and user support of Agile tools to enable end to end visibility across the portfolio. As a change agent, you will be instrumental in leading, influencing and executing against the agile tool's roadmap. We are committed to continuous improvement and best in class adoption and support throughout engagement, onboarding and ongoing management of these tools by capturing and understanding end user feedback, solving their issues and helping to ensure efficient usage. The Health PMO support contract provides IT program management, project management, technical management, financial management, functional planning, and documentation analysis in support of the Enterprise Program Management Office (EPMO) Enterprise Program Management Division (EPMD) Health Portfolio

The VA Health Portfolio is focused on development and execution of quality IT projects that address the needs of Veterans and health care providers through management of health care information and sustainment of production software to keep the mission going.

Responsibilities

• Provide hands on support to integrate tools and drive data standards across a suite of tools, especially Jira, Jira Advanced Roadmaps and Jira Align
• Support Analysts and Program Managers to plan, analyze and evaluate the effectiveness of operating projects

• Understand existing processes and identify how to improve and streamline them to improve team efficiency and effectiveness with a focus on Scaled Agile’s SAFe Framework

• Ability to proactively seek out, collaborate and establish relationships with critical partners to ensure integration, coordination & execution of work
• Understand how tools are used for day-to-day work and in Agile events across product areas/domains for effective planning and execution
• Willingness to take the lead on small projects
• Use qualitative and quantitative analytical skills to assess the effectiveness of the operations.

Required Skills and Experience

• Proven ability to support to Agile tools
• Detailed understanding of how to configure, administer and support Jira and Jira Align required
• Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific/technical discipline
• Ability to meet deadlines (short turnarounds sometimes required)
• Experience in creating, applying, and maintaining tools to track program, project, or task performance data, including cost, schedule, and performance data
• Experienced in DevOps and SAFe
• Analytical and investigation skills
• Experience and knowledge of applications such as GitHub, JIRA, and Microsoft OneNote
• Ability to work independently with minimal guidance and supervision as well as in a team environment
• Prior experience in supporting user community to troubleshoot and resolve issues in Jira /Jira Align/Agile Tools
• 15 years of experience
• 10 years of additional experience may be substituted for education

Preferred Skills and Experience

• Coaching
• Certification, Knowledgeable of Scaled Agile Framework (SAFe), Lean Kanban, DevSecOps or other iterative development approaches
• Experience in the creation of routine and ad hoc reports. Must be able to provide oral and written discussion of analytical findings using narrative and graphic forms
