Job Description

DST is looking for an Investment Accountant. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
** This position has a recruitment range of $50,000 - $75,000 **
*** This position will also have the capability to Telework once a week ***

This position will:
  • Calculate monthly Short Term Investment Fund crediting rate, verification on the accuracy of the calculations by the Custodian, recalculation of equity manager’s fee for accurate billing, and payment of investment related expenses.
  • Prepare schedules that support data in the financial statements, footnotes and supporting schedules.
  • Be responsible for analyzing, reviewing and reconciling information and accounting for investments.
  • Indicate the controls in place which ensure the accuracy and validity of the information presented.
  • Independently problem solve resolving differences between reports from the same system or information provided by investment managers requires extensive knowledge of the flow of information and the required inputs and outputs.
  • Explain and defend the method of accounting for all transactions.
  • Perform analysis of accounting transactions for the investment portfolios.

The Financial Operations Division of the NC Department of State Treasurer (DST or Department) is responsible for the efficient and prudent management of state held assets. The Division is comprised of four areas: Procurement and Contracting, Banking Operations, Bank Reconciliation Unit, and Accounting. Accounting manages the accounting and financial reporting for all funds that are deposited, invested, and disbursed through the Department of State Treasurer including the $150 billion investment pool and banking programs.

Knowledge, Skills and Abilities / Competencies

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Thorough knowledge of investment accounting practices and the ability to interpret complex communications from multiple investment managers.
  • Ability to establish effective working relationships that foster organizational success.
  • Ability to prepare written and/or technical products following standard guidelines.
  • Ability to compile, monitor, examine, and audit various financial statements/reports for accuracy, integrity, and performance to accepted accounting and program guidelines.
  • General knowledge of generally accepted accounting principles, practices and reporting guidelines.
  • Ability to identify and recognize routine or standard problems that have established precedents and limited impact, referring non-standard questions and problems to higher levels. Ability to recognize and research unusual activity for further investigation.
  • Ability to draw conclusions and prepare written findings following Generally Accepted Accounting Principles (GAAP) and/or other applicable accounting guidelines.
  • Ability to communicate structured information in a clear, concise, and organized manner suited to the characteristics and needs of the audience.
Management Preferences:
  • Knowledge of internal controls over financial reporting.
  • Proficiency in Microsoft Excel, Outlook and Word.
  • Experience in investment accounting (including manager and custody fees), reconciliation and financial reporting.

Minimum Education and Experience Requirements

Bachelor's degree with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
