Job Description
Duties We are looking for a result-driven Senior Project Manager to be responsible for a multi-disciplined project delivery team with responsibility for assuring that the project stays focused on the customers' needs and expectations. Serves as a Senior Project Manager, responsible for the overall management, control, coordination and execution of assigned programs and projects. Reviews design and specifications for projects and provides technical guidance to multi disciplined staff. Controls and manages project milestones and budgets from planning through construction and initial operations. Represents the District, serving as the district's primary point of contact for projects assigned with sponsor/customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities. Examples of programs include Military Construction (MILCON) and Base Realignment and Closure (BRAC), Sustainment, Restoration, and Modernization (SRM), and Energy Conservation Investment Program (ECIP). This position is eligible for telework, but is not a remote or virtual position. Prospective applicants must be willing to report to the duty station location identified above. Other locations may be negotiated on a case by case basis. Potential opportunities for remote work may be available on a case by case basis after 90 days of employment. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Must obtain and maintain possession of or ability to acquire a valid state driver's license. Position may be filled under one of the following position titles based on incumbent's education/experience discipline: Project Manager (0101, Social Science) Project Manager (0401, Biological Science) Project Manager (0801, Engineering Science) Civil Engineer (0810, Engineering Science) Architect (0808, Architecture Science) Physical Scientist (1301, Physical Science) Special Salary Rate (SSR): Positions filled under the Civil Engineer (0810, Engineering Science) will be applicable to OPM's SSR Table 0753 specific to positions directly involved in the generation and/or transmission of electric power. The salary range for a Civil Engineer (0810, Engineering Science) is as follows: GS-13 Salary Range: $123,998 - $149,360 (Steps 1


  • Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  • Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Education Basic Education Requirement for Project Manager (0101):
  • Specified academic courses
  • Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in statement A above, or (2) Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. Basic Education Requirement for Physical Scientist (1301):
  • Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Basic Education Requirement for Project Manager (0401):
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Degree: Bachelor's degree (or higher degree) in behavioral or social science, or a degree in a related discipline appropriate to the position. OR

Specialized Experience: One year of specialized experience which includes preforming project and program management business processes to manage project milestones, scheduling, scoping, and budgeting involving agencies such as Department of the Defense, other Federal agencies, or closely related agency and projects related to facility design/construction, renovation, environmental restoration; developing annual program workplans and program estimates; and coordinating responses to high level contacts regarding correspondence, inquiries, or directives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
