Job Description
Summary


This position is in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Human Resources (OHR), Division of Workforce Development and Inclusion (DWDI), Diversity Recruitment and Outreach Branch. This branch is responsible for providing a full range of national recruitment and outreach activities by way of building a pipeline of talent for DOL agencies.


This position is outside the bargaining unit.

Help Duties


The primary purpose of this position is to provide expert advice and guidance to supervisors, managers, and other Human Resources (HR) specialists to jointly develop strategies and solutions for dealing with a wide variety of difficult and controversial staffing and placement issues.


Duties include:


  • Researches, interprets, and provides authoritative advice and guidance as required by Title 5 Code of Federal Regulations, Department of Labor rules and regulations, Delegated Examining Handbook, and other federal human resources guides, regulations, and policies.
  • Performs extensive research to identify private industry best practices and other government business models to identify opportunities for transforming DOL and federal government Recruitment and Placement practices.
  • Provides authoritative advice and guidance to managers, supervisors, and leadership regarding requests for using special recruitment mechanisms such as requests for 1) appointments above the minimum and 2) recruitment, relocation, and 3) retention bonuses, etc.
  • Prepares presentations and briefing material appropriate for various audiences in promoting the Department’s job opportunities, how to apply to federal positions and resume writing techniques.
  • Actively participates, and on occasion, leads components of assigned national recruitment efforts tied to coordinating inputs from serviced DOL component organizations to department wide recruitment initiatives. This may include appearing in virtual and/or in person recruitment events, advising applicants and other event participants of serviced organization job opportunity announcements, and hiring activities, as well as participating in division-wide recruitment program development, implementation, and evaluation for purposes of input to reports, events, and other relevant activities tied to national program representative requirements in the division.
  • Coordinates with agency Recruitment Champions, oversees registration and funding for events. When utilized prepares Recruitment Champions on details of event, logistics, toolkit and agency recruitment and outreach goals in attracting talented and diverse candidates to their opportunities.
  • Researches and assess event demographics to ensure diverse pools of candidates are apparent in the recruitment and outreach efforts.
  • Assess agency demographic deficiencies and works with client agencies in developing strategic targeted recruitment and outreach activities in an effort to increase diversity throughout the agencies.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Notification Concerning COVID-19 Vaccinations. Qualifications


Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service. Specialized experience is experience that is generally in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Qualifying specialized experience for this position is:


  • Experience strategically planning/searching for opportunities to conduct targeted recruitment and outreach for an organization. AND
  • Experience working on various social media and virtual platforms. AND
  • Experience assessing deficient diverse groups within an organization. AND
  • Familiarity with various federal hiring authorities (such as VEOA, VRA, Schedule A).


Education


Education cannot be substituted for experience at the GS-14 grade level.
