Job Description
Manager of Human Resources, Youth Service Bureau of St. Joseph County


The Human Resource Manager will plan, lead, direct, develop, and coordinate the policies, activities,including hiring and interviewing staff, administering pay, benefits, leave, and enforcing company policies and practices,ensuring legal compliance and implementation of the organization's mission and talent strategy.


Duties/Responsibilities:

  • Payroll processing utilizing vendor software.
  • Coordinates with agency supervisors to secure interns and volunteers.
  • Process new hire health benefits with appropriate vendors during new hire and open enrollment periods.
  • Posting open positions internally and externally.
  • Assists with employee related process/documentation during audit
  • Process updated background checks on existing employees within required timeframe, maintains training and certification dates of existing staff updated in HR software.
  • Keep driver’s license information, auto insurance information, and expiration dates updated in HR software.
  • New hire responsibilities – includes all agency and federal required paperwork, i.e., criminal background checks, federal immigration reporting requirements, developing and organizing personnel files.Conducts a general all agency
  • Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Update program manuals to be in line with new agency manual.
  • Conducts background checks for interns and volunteers.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologiesin human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Assist Admin/Finance Director with processing of terminations.
  • Assists with the preparation of the performance review process.
  • Assign assets to staff in HR software.
  • Performs other duties as required.
  • Facilitates professional development, training, and certification activities for staff.
  • Upload Individual Retirement Account contributions every payroll.
  • Coordinates with the Development Department on community volunteer projects


Required skills and abilities:

  • Excellent organizational skills and attention to detail.
  • Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
  • Excellent interpersonal, negotiation, and conflict resolution skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Proficient with Microsoft Office Suite or related software.
  • Strong analytical and problem-solving skills.
  • Thorough knowledge of employment-related laws and regulations.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Excellent verbal and written communication skills.

Education and Experience:

  • SHRM-CP or SHRM-SCP highly desired
  • A minimum of three years of human resource management experience preferred.
  • Bachelor's degree in Human Resources, Business Administration, or related field required.

Salary and Benefits:

  • Salary range $50,000-60,000 dependent on experience and education.
  • Health Insurance for employee covered at 80% of cost, Simple IRA employer match of 3%, Life insurance $50,000 paid by employer, 12 paid holidays, sick and vacation time.
