Job Description
Salary: $55,000.00 - $60,000.00 Annually


Purpose of Classification


The purpose of this classification is to maintain and troubleshoot the human resources information systems (HRIS) for the City's Human Resources and Risk Management Department. An employee in this classification will be responsible for human resources computer systems, which include a talent and applicant tracking system, employee entry database, and a document/records management software. Additionally, this employee will be responsible for entering and responding to Human Resources and Risk Management public records requests.


Essential Functions


The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. Other duties may be required and assigned.


Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, records management, e-mail, and other software programs.


Processes and coordinates new employee onboarding in the talent and applicant tracking system.


Prepares, maintains, and updates confidential information in the employee entry database.


Promptly scans employee documents into document management software, ensuring proper template is used and verifying accurate file maintenance.


Maintains personnel files in compliance with applicable legal requirements. Periodically audits document management software to ensure accuracy.


Utilizing an HRIS report writer, creates and maintains departmental classification and salary reports.


Composes correspondence; prepares interoffice forms and related communications.


Prepares and/or receives City personnel action forms; reviews to ensure accuracy and completeness, and applies corrections as needed; delivers personnel action forms to appropriate individual(s); updates and maintains personnel action spreadsheets.


Enters and maintains employee information in all HRIS systems, to include entry of new hires, employee information updates, address changes and all other personnel changes.


Prepares and delivers various departmental memos for approval. Upon approval, updates various systems and files with changes.


Responsible for processing departmental mail and ordering office supplies.


Collects and sends information for inclusion in surveys, reports, charts, forms and other documents.


Participates in and responds to salary and benefits surveys sent from outside agencies.


Provides administrative support to the Human Resources and Risk Management department.


Greets and assists internal and external customers in person and by phone; analyzes complex requests and takes initiative to identify solutions.


Assists applicants applying for City employment, volunteer opportunities and internships.


Responds to written and telephone requests for employment/mortgage verification by retrieving information from the HRIS systems.


Prepares and responds to public records requests in accordance with Florida State Statute 119; researches various systems as needed to retrieve requested information; prepares and redacts employee files in preparation for public viewing.


Performs and coordinates departmental disposition of paper records in accordance with the State of Florida General Records Schedule.


Maintains information data on records retained and destroyed.


Additional Functions


Performs other related duties as required.


Minimum Qualifications


  • Two (2) years municipal government experience in HRIS or HR Data Maintenance
  • Bachelor's degree from an accredited college or university in human resources management, computer science, business administration, public administration, or a closely related field; and


OR


  • Associate's Degree from an accredited college or university; and
  • Four (4) years municipal government experience in HRIS or HR Data Maintenance


OR


  • Six (6) years municipal government experience in HRIS or HR Data Maintenance
  • High School Diploma or valid equivalent; and


Preferred Qualifications


Minimum Qualifications for education and experience must be met before consideration of the following Preferred Qualifications:


  • Professional or training experience with a human resources information system, Sungard/Superion, Neogov (Online Hiring Center, Onboard, and Insight), IBM Cognos, Laborsoft, Bentek and Laserfiche.
  • Experience interpreting and applying Florida State Statute 119.

Physical And Sensory Requirements / Environmental Factors


Physical Ability : Tasks require the ability to exert light physical effort in sedentary to moderately physically demanding work, which may involve some lifting, carrying, pushing and/or pulling of objects and boxes (up to 40 pounds). Tasks may involve extended periods of time at a keyboard or work station.


Sensory Requirements : Tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Tasks require the ability to communicate orally.


Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.

The City pays the entire premium for an eligible employee. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s).
